- SOURCES SOUGHT NOTICE The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing a Maintenance Software Renewal for Materials Studio/DMol3 Licenses as described in the draft specifications. The purpose of this notice is to identify organizations capable of providing the necessary item and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. This requirement is assigned a NAICS code of 541511 with a small business size standard of $27.5M. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 11 a.m. MST Monday, June 19, 2017. The capability statement shall identify the business status of the organization. Specifications NB687050-17-03808 BACKGROUND: The DMol3 software program, by Accelrys Software, Inc., is able to perform quantum mechanical calculations using density functional theory on molecules, surfaces, and solids. The key feature for performance and function are the numerical atom-centered basis sets, which allow the same level of theory to be used for small organic molecules as for small organic molecules as for solids and surfaces. Other solid state codes that use a planewave basis set require very high-energy cutoffs, large memory, and long computation time that make describing molecular adsorption and hydrogen problematic and inefficient. No other commercial code has numerical basis sets. DMol3 is also an all electron code, and does not require the use of less accurate pseudopotentials or muffin tins to describe core electrons. We also require that the results be accessible through the Cerius2 and Materials Studio visualizers and interface software, which we already have in-house. DMol3 is our primary computational "instrument", and we have been using it for more than 10 years to generate results. We need to be able to compare the numerical results from calculations with the old DMol3 results, otherwise we have to repeat 10 years work of work because of numerical differences between methods. No other vendor besides Accelrys has the proprietary knowledge of or offers software maintenance for DMol3 or the MS Visualizer interface. Accelrys is only offering maintenance packages to the Government through their partner, Dessault Systemes Biovia Corp. OBJECTIVES: We require software maintenance for 128 DMol3 computational software licenses and the 5 Materials Studio Visualizers/Interfaces. SCOPE: A sole source award to Dessault Systemes Biovia Corp. (the sole partner with Accelrys Software, Inc.) for a maintenance renewal for Materials Studio and DMol3 licenses. The period of performance is August 1, 2017 to July 31, 2018. DELIVERABLES: Software maintenance for 128 DMol3 computational software licenses and the 5 Materials Studio Visualizers/Interfaces we have at NIST. DELIVERABLE SCHEDULE: 2 weeks after receipt of order (ARO); delivery of license files by disk or by email. INSPECTION AND ACCEPTANCE: NIST will install the software maintenance licenses within 10 days of receipt. GOVERNMENT FURNISHED PROPERTY: None SECURITY CONSIDERATIONS: None TRAVEL: None PLACE OF PERFORMANCE: NIST PERIOD OF PERFORMANCE: The period of performance is August 1, 2017 to July 31, 2018.
