- The Special Projects Branch of the Seattle District contracting division, U.S. Army Corps of Engineers (hereinafter Seattle District or Special Projects Branch) plans to solicit an Invitation for Bids for the award of a Single Contract for an electrical project entitled, Repair/Replace Electrical Distribution Line, "Main-Gingko, McChord Field, Joint Base-Lewis-McChord, Washington. Solicitation number W912DW-17-B-0005 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 30 June 2017. The solicitation will be an Invitation for Bids. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. MAGNITUDE OF CONSTRUCTION: Between $5,000,000 and $10,000,000. The resulting contract will be awarded as a firm-fixed price contract. Period of Performance: 365 Calendar days (1 year) Description of Work (Physical Characteristics) U.S. Army Corps of Engineers (USACE), Special Projects Branch Contracting Office, located at JBLM, WA, requires the contractor to provide all plant, labor, tools, equipment and materials (except as indicated otherwise in the specifications) and perform all work in strict accordance with the contract drawings, the Statement of Work, and specifications as well as identified public utility/railway technical guidance policy letters and manuals for performing work on non-Government owned property which is being impacted by this contract. Project is to repair by replacement the existing overhead 13.8kV distribution tie-line currently routed between the ‘Main' and ‘Gingko' Substations serving McChord Field, JBLM. The overhead distribution line is presently underbuilt on the existing 115kV line owned by Tacoma Public Utilities (TPU) and located on City of Lakewood property through agreements and utility easements as established. This project will provide for new wooden poles and overhead distribution conductor lines to be located within JBLM cantonment area, including placement of underground 13.8kV duct bank for segment of 13.8kV distribution tie line when crossing existing Bridgeport Way SW/JBLM West Entrance Road leading into McChord Field Main Gate and where crossing Burlington Northern Santa Fe (BNSF) railroad as indicated. This work shall be accomplished by boring under the roadway/railway and installing Two (2) 24-inch Schedule-40 casing pipes at each location. Repair of distribution line includes the installation of Government-Furnished Voltage Regulator to be installed at ‘Gingko' Substation as part of the electrical tie-in at that location. BNSF has developed document titled: ‘Utility Accommodation Policy' which will govern all aspects of contractor-executed work performed on BNSF railroad right-of-ways and/or equipment. Utility License Agreements are required when utility facilities are installed, relocated, removed or maintained along or across BNSF property. Approved requests to install, maintain, relocate or remove a utility within the property of BNSF shall be authorized by a ‘Utility License Agreement'.
