Draft Statement of Work Notice Type: Sources Sought Posted Date: June 13, 2017 Response Date: June 21, 2017 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: Office of Marine and Aviation Operations (OMAO) NAICS Code: 541611 This is not a solicitation. This is not a request for quote (RFQ), invitation for bid (IFB), request for proposal (RFP), or an announcement of a solicitation, and does not assume the Government will award a contract or proceed with any of the above solicitation efforts in the near future. This Sources Sought is for information purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or awarded. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. All information considered proprietary shall be marked accordingly. The Government shall not be liable for or suffer any consequential damages for improperly identified proprietary information. Properly identified proprietary information will be safeguarded in accordance with federal regulations. The purpose of this announcement is solely to gather information from the marketplace, and any responses received will neither be considered an offer by the responding party nor returned to the responding party. No telephone inquiries will be accepted, and requests for solicitation packages will not be honored since no solicitation has been prepared. Background: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Commissioned Personnel Center (CPC) has a requirement to perform annual actuarial valuations of the NOAA Corps Retirement System and the Post-Retirement Medical Plan (hereafter collectively referred to as the "Plan") as required by Public Law 95-595. The NOAA Commissioned Officer Corps (NOAA Corps) is one of the nation's seven uniformed services. With 321 officers, the NOAA Corps supports nearly all of NOAA's programs and missions. The combination of commissioned service and scientific expertise makes these officers uniquely capable of leading some of NOAA's most important initiatives. The NOAA Corps provides a cadre of professionals trained in engineering, earth sciences, oceanography, meteorology, fisheries science, and other related disciplines. Corps officers operate NOAA's ships, fly aircraft, manage research projects, conduct diving operations, and serve in staff positions throughout NOAA. NOAA Corps officers are eligible to participate in the Plan. The Contractor shall perform an annual actuarial valuation of the NOAA Corps Retirement Systems and the Post-Retirement Medical Plan as of each September 30 utilizing Plan census data as of the previous June 30. The purpose of the actuarial valuation is to develop the required disclosure information for the DOC annual financial statements, and to determine the actuarial liability and the annual expense as required by Statements of Federal Financial Accounting Standards (SFFAS) No. 5 and No. 33. FASAB requires that governmental entities report their financial obligations for such programs. SFFAS No. 33 sets out the actuarial methods to be used in this determination. The valuation shall also be based upon the current Plan provisions, membership data collected as of each June 30, and actuarial assumptions. Requirements: See the attached draft Statement of Work for requirements. Information Requested: Interested companies should describe their capabilities as they relate to the following: • Actuarial valuation experience - ability and experience to provide actuarial valuation of uniformed services retirement systems, medical plans, and other requirements listed within the Draft Statement of Work. In addition to addressing technical capabilities, responses must include the following: • Name and address of firm • Size of business (i.e., small, small disadvantaged business, woman owned, etc.) • Average annual revenue for the past 3 years and number of employees • Ownership • Number of years in business • Affiliate information • Parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor) • List of customers covering the past five years (highlighting relevant work performed, contract numbers, contract type, and dollar value of each procurement) • Point of contact - address and phone number; • Does your company have a GSA schedule contract that includes actuarial services? What is the GSA schedule contract number? Submittal Requirements: Telephone responses are NOT solicited and will not be accepted. No solicitation exists. This Source Sought notice is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for the solicited information. Please submit your response via email to the attention of the Contacting Officer, Mr. Nathan Hansing (Nathan.Hansing@noaa.gov) no later than June 21, 2017 at 4:00 p.m. Pacific Daylight Time. Each response shall be no more 10 single-sided, single-spaced pages (excluding the cover page), and each page shall be separately numbered, and shall be in.pdf format.
