When and if funds become available a contract will be awarded at that time. Pre-solicitation was issued on April 19, 2017. This is a full and open competitive acquisition. Any and all questions regarding this Solicitation should be emailed to both the Contract Specialist, Tim Burger at timothy_burger@nps.gov and Contracting Officer, Victoria Nosal at victoria_nosal@nps.gov. Specific instructions on submitting proposals will be contained in the solicitation documents. Specifications and drawings are considered sensitive material and have been password protected. Interested vendors need to request password access to these documents via email by contacting both the Contract Specialist, Tim Burger, at timothy_burger@nps.gov and the Contracting Officer, Victoria Nosal, at victoria_nosal@@nps.gov. The email request shall provide the name of your company and your DUNS number, if available. Paper copies of the solicitation will not be made available. PROJECT DESCRIPTION: The Government plans to solicit for, and award, a contract for the construction of a new Visitor Screening Facility. The new facility will be constructed of a custom glazed exterior envelope, with ballistic and blast protections, and a series of interior partitions arranged to facilitate the screening process for the monument. The Work includes the repair, rehabilitation, and modernization of existing vertical transportation systems (Elevators), specifically, replacement/upgrade of elevator control systems, passenger cab upgrades, remote-control systems, elevator cab phone/communications, compensation and hoist ropes, sheaves, elevator system electrical, wiring, and connection replacement, and other related elevator modernization work. Site work, which will include construction of temporary improvements, including, but not limited to, construction staging area, construction access road, access ramp over security barrier wall, security perimeter fencing with access gates, K-12 rated vehicle barrier gate, guard shack, and restoration of these areas to previous conditions at the completion of the project. Project will be constructed under a single prime contract. PROCUREMENT TYPE: A competitively negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government. SET-ASIDE TYPE: The anticipated acquisition will be unrestricted. NAICS CODE: The primary NAICS Code for this project is 236220 - Commercial and Institutional Building Construction. Small business size standard is $36.5 million. MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $8 million and $14 million. DURATION: It is anticipated construction will start October 2017 and construction shall be complete by January 30, 2019. PRE-PROPOSAL SITE VISIT: An organized pre-proposal site visit has been scheduled for Wednesday, June 28, 2016, at 9:00 AM ET at the East Potomac Park Maintenance Facility, 1100 Ohio Drive SW, Washington, DC, 20024. A site visit will follow the pre-proposal meeting.
