THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following products and installation services for the WG Bill Hefner Department of Veterans Affairs Medical Center (VAMC), 1601 Brenner Ave, Salisbury, NC 28144: HVAC Systems Upgrade for Buildings 8, 21, 42, and 43 (See attached Scope of Work for details) All interested parties should respond, in writing via email to daniel.dove@va.gov No telephone inquiries will be accepted. The NAICS 238220 is applicable to this acquisition; with a size standard of $15.0 Million. The Project Engineers anticipate needed Siemens equipment for this project, in order to maintain compatibility with existing HVAC systems at the facility. Firms are encouraged to provide information on other brands that could be compatible with the existing equipment. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. Your response is required by 3:00 PM EST on Friday, June 16, 2017. SCOPE OF WORK (SOW) HVAC Systems Upgrade for Buildings 8, 21, 42, and 43 PLACE OF PERFORMANCE: W. G. HEFNER MEDICAL CENTER 1601 BRENNER AVE SALISBURY, NC 28144 PERIOD OF PERFORMANCE: To be determined, anticipated not to exceed 90 days ELECTRONIC SPECIFICATIONS AND DRAWINGS: There are no drawings or specifications required. SPECIFICATIONS FOR GUARANTEE PERIOD SERVICES: To be performed during normal business hours (8:00 a.m. 5:00 p.m. Monday thru Friday). CONTRACTOR TRADE: A professional mechanical contractor will bid as prime contractor. TECHNICAL REQUIREMENTS: General Scope Items Includes the following provisions; 1. Project Management as required 2. Provide One (1) year warranty for workmanship and parts 3. Includes installation and checkout 4. Control and interlock wiring as required 5. Payment Terms per the specifications 6. 16 hours of Owner Direct Training Network Provide Siemens Industries BACnet network including the following; 1. One (1) Siemens Desigo CC BACnet Server and Workstation with dual monitors 2. Siemens provided internet network 3. Use existing fiber run from Bldg 1, 8, 21 and 42 to Maintenance building 4. Remote Notification software 5. Includes Siemens PXC BACnet supervisory controllers as required 6. Mechanical System & Floor plan graphics for the below systems 7. Dedicated Ethernet Control Network provided 8. Trending and Alarming setup as required 9. Initial scheduling as required Global Outdoor Sensors Includes the following Global Outdoor Sensors. These sensors shall be wired back to the closest Siemens DDC controller. All points will be available to share with all units across the network; 1. One (1) Outdoor Air Temperature/Humidity Sensor Building 8 - Scope of Work: AHU s (typ 3) Install new Siemens DDC controller & panel and connect to new Siemens network; 1. New DDC Control Devices; Two (2) Control Valves One (1) Freezestat Two (2) Duct Temperature Sensors One (1) Averaging Sensor Two (2) Relative Humidity Sensors One (1) 2/3 s Duct Static Sensor One (1) High Limit Cut Off Damper Actuators Terminal block wiring of existing VFD s 2. Reuse existing 120v power feed 3. Programming and sequencing as required 4. Graphics and Alarms package Water Pumps Install new Siemens DDC controls on existing Chilled Water Pumps; 1. New Siemens PXC controller 2. Start/Stop/Status and Speed Control 3. Required sensors, relays, wiring, etc. 4. Programming and Sequencing as required 5. Graphics and Alarms package Install new Siemens DDC controls on existing Hot Water Pumps; 1. New Siemens PXC controller 2. Start/Stop/Status and Speed Control 3. Required sensors, relays, wiring, etc. 4. Programming and Sequencing as required 5. Graphics and Alarms package Variable Air Volume Boxes (typ 121) Install new Siemens DDC controls and FLN communication; 1. New terminal box DDC controler 2. Retrofit VAV unit controls (control valves, thermostats, sensors, etc.) 3. New FLN communication from AHU controllers. Cable shall be plenum rated 4. Carbon Dioxide Sensor installed on a per wing basis 5. Programming and Sequencing as required 6. Graphics and Alarms package Domestic HW Control Install new Siemens DDC controls on existing domestic hot water system 1. Current transmitter and relay for status 2. Inline wet temperature sensor Building 21 - Scope of Work: Building 21- Area A: Penthouse AHU-2 Install new Siemens DDC controller & panel and connect to new Siemens network; 1. Reuse existing 120v power feed. 2. Replace pneumatic control valves with new Siemens control valves. 3. Replace all damper actuators and end devices with new Siemens devices and run new control cable and conduit as needed. Connect to new Siemens DDC Controller. Exhaust Fan- 4,7,8 (typical of 3) Install new Siemens DDC controller & panel and connect to new Siemens network; 1. Reuse existing 120v power feed. 2. Reuse existing interlock control wiring to AHU 2 where appropriate. - Run new control cable and conduit as needed. Basement AHU-4 / Kitchen Hood Install new Siemens DDC controller & panel and connect to new Siemens network; 1. Reuse existing 120v power feed. 2. Replace pneumatic control valves with new Siemens control valves. 3. Replace all damper actuators and end devices with new Siemens devices and run new control cable and conduit as needed. Connect to new Siemens DDC Controller. Exhaust Fan-6 (typical of 1) Install new Siemens DDC controller & panel and connect to new Siemens network; 1. Reuse existing 120v power feed. 2. Reuse existing interlock control wiring to AHU 4 where appropriate. Run new control cable and conduit as needed. Building 21- Area B: Penthouse AHU-1 Install new Siemens DDC controller & panel and connect to new FLN network; 1. Reuse existing 120v power feed. 2. Replace pneumatic control valves with new Siemens control valves. 3. Replace all damper actuators and end devices with new Siemens devices and run new control cable and conduit as needed. Connect to new Siemens DDC Controller. Exhaust Fan- 1,2,13 (typical of 3) Install new Siemens DDC controller & panel and connect to new FLN network; 1. Reuse existing 120v power feed. 2. Reuse existing interlock control wiring to AHU 1 where appropriate. Run new control cable and conduit as needed. Ground Level AHU-5 Install new Siemens DDC controller & panel and connect to new FLN network; 1. Reuse existing 120v power feed. 2. Replace pneumatic control valves with new Siemens control valves. 3. Replace all damper actuators and end devices with new Siemens devices and run new control cable and conduit as needed. No Controls are upgraded on the VAV boxes in buildings 21, 42 & 43 at this time 3. This project includes no provisions for communication wiring, graphics, or programming of terminal units in buildings 21, 42 & 43 4. Assumes less than 150 psi working fluid piping pressure in the building. 5. Repairs or replacement due to existing failures. We will bring these issues to your attention when found. 6. No Structural, Architectural, or Civil correction or remediation is included in this proposal nor any patch and paint contingency included. All efforts will be made to minimize impact to building finishes during execution. 7. Excludes furnishing and installation of the following unless noted otherwise in this proposal; a. Fire Smoke Dampers (FSD) nor Smoke Control Dampers (SCDs) b. Power to FSDs or SCDs. 120V power provided by Electrical Contractor c. Starters or disconnects d. Control Dampers 8. Proposal excludes any labor or materials beyond the scope of this project 9. Excludes temporary controls 10. While damper actuator replacements are in scope for this project where indicated above, the dampers are assumed to remain and are assumed to be in good working order. 11. Controls system is subject to interim downtime during installation. 12. Networking parts requirements are assumed to be a fiber-copper switch. 13. The fiber feeder to the building and run connecting the maintenance office to building 8, 21 and 42 is assumed to be existing or provided by the VA. 14. Assumes the front end server provided with the Building 21 Retrofit scope is installed and commissioned. Addition of scope for the front end may be added as a change order to this proposal. 15. Data lines are assumed to be ran in plenum rated cable EQUIPMENT LIST: TB & OSHA REQUIREMENTS: The Contractor shall comply with the Federal/California OSHA Blood borne Pathogens Standard. The Contractor shall: Have methods by which all employees are educated as to risks associated with blood borne pathogens. Have policies and procedures which reduce the risk of employee exposure to blood borne pathogens. Have mechanisms for employee counseling and treatment following exposure to blood borne pathogens. Provide appropriate personal protective equipment/clothing such as gloves, gowns, masks, protective eyewear, and mouthpieces for the employee during performance of the contract.
