Description
The statutory authority permitting other than full and open competition is FAR 13.106-1(b)(1) – soliciting from a single source, for purchases not exceeding the simplified acquisition threshold. FAR Part 13 gives the Contracting Officer broad discretion in soliciting from a single source acquisitions not exceeding the simplified acquisition threshold. Slack application software is currently in use to support the core operational mission of the DDS. Current software subscriptions expire on June 26, 2017. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTES - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO SLACK TECHNOLOGIES, INC FOR SOFTWARE LICENSES The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Defense Digital Service (DDS) intends to award a sole source contract pursuant to the requirements of FAR 13.106-1(b)(1) - soliciting from a single source, for purchases not exceeding the simplified acquisition threshold. WHS/AD intends to issue this sole source contract to Slack, Technologies, Inc. located at 155 5th Street, 6th Floor, San Francisco, CA 94103. The anticipated Period of Performance for 250 license subscriptions are 12 months from the date of contract award with three 12-month option periods for sustainment of the 250 base quantity. The total estimated value of this procurement is approximately $150K over a potential 4 year period. Current Slack licenses expire on June 26, 2017. This contract will address the requirements of DDS to continue its Slack license subscriptions in support of its operational mission. Slack meets DDS's requirement for a cloud-based team communication and collaboration tool. All DDS team members require unique user accounts that are secured using leading private sector practices (e.g. two-factor authentication). Given the vast number of DDS projects, DDS requires the ability to organize its communication through project, topic, and team channels. The platform should also foster easy direct communication through direct messages and direct voice and video conference calling. Additionally, within the team and topic channels, DDS requires the ability to drag and drop documents for easy sharing across teams. The platform should also support sharing with leading private sector cloud-based storage platforms like GoogleDrive, DropBox and Box, and support general integrations with other cloud-based private sector tools. DDS requires the ability to search and archive all discussions, documents, and messages that occur in the platform. Additionally, the platform should index the content of every file uploaded to enhance searchability further. The award will be made for licenses, support, and maintenance which allows DoD to receive indication and warnings, situational awareness, and contextual analysis of social media data in order to provide actionable decision support in response to real-time information. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a future competitive procurement is in the best interest of the Government. Re-sellers of Slack software (Small Businesses) should indicate this status by reply. Interested parties affiliated with similar products may identify their interest and capability by responding to this Notice of Intent no later than 11:00AM Eastern Time, 16 June 2017 by email to chanda.r.brooks.civ@mail.mil; no telephone communications will be entertained. The subject line in the email shall state "Response to Notice of Intent - Slack Software License." All information submitted should support the vendor's capability to provide a tool meeting the requirement detailed above highlighting a point for point comparison relative to functionality with the Slack tool currently in use.
