Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. AFRL/RITA requires a purchase of six (6) Man Portable Unit Gen 5 (MPU5) Wave Relay Radio Kits with associated hardware. The Government intends to negotiate a sole source contract with: Persistent Systems LLC 303 5th Ave. Suite 207 New York, NY 10016 The Government has determined that no other source has a commercially available platform that can meet this requirement; as the capabilities of the MPU5 Wave Relay. The Wave Relay is an advanced mobile ad hoc networking (MANET) solution that goes beyond the standard "self-forming" and "self-healing" mesh network and is an extremely capable tactical radio that offers unique features unavailable in other tactical communications systems that are proprietary products manufactured solely by Persistent Systems LLC. The MPU5 is the world's first Smart Radio with features and functions that include: Android Computer (1 GHz Quad Core Processor, 2GB RAM, 128 GB Flash), HD Video Encoder (3G-SDI, Composite, HDMI Inputs), HD Video Decoder (Hardware based H.264 Decoding), Push-to-Talk Voice (16 Channels of Voice), RoIP Radio Interface (Tether Legacy Radios into the Network), USB ((3) USB Ports) and 10/100 Ethernet (Network Devices). This product is field proven and utilized by AFRL's Special Operations customers and other military agencies and partner organizations. In order for AFRL's to develop and test Android software applications designed for use by warfighters, this software must be field tested with the same exact hardware (the MPU5 radio kits) currently being used by our end users prior to deployment in order to ensure suitability to military tactical operations. If these products are not procured, this would adversely impact the risk of developing AFRL technology products that are not capable of being fielded and transitioned to the warfighter. In order to implement an alternate platform the Air Force would experience a substantial duplication of cost not expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 June 2017. A Sole Source Justification will be attached to the subsequent Notice of Award.
