Description

COMBINED SYNOPSIS/SOLICITATION 1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number VA119-17-Q-0358 is being issued as a Request for Quote (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 05-73 dated 29 April 2014. All responsible sources may submit a quote. 2. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611. This procurement action is unrestricted. 3. Far Clauses 52.212-1 through 52.212-5 apply to this procurement. For exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. 4. Description of Services: The National Center for Post-Traumatic Stress Disorder (NCPTSD) has a requirement to conduct multiple nationwide surveys. One of the surveys will examine the effect of violence across the lifespan and the association with health and functioning. Others will evaluate existing NCPTSD products like the PTSD Decision Aid https://www.ptsd.va.gov/apps/decisionaid/index.aspx or VetChange http://vaww.ptsd.webdeve.va.gov/apps/change and the impact these online programs have on the user. Others will look to support evidence-based practices by evaluating educational products in order to continually improve their quality and effectiveness. Our objectives for this contract are to secure (a) the ability to conduct large-scale surveys on participant samples provided by the NCPTSD, (b) access to existing panels of nationally-representative random samples of the general public (Veterans and non-Veterans) and samples of health providers, (c) survey and statistical knowledge to create and evaluate surveys, and (d) access to the most up-to-date survey strategies. 5. The government contemplates the Multiple Award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with FAR Part 16.504(a) resulting from this solicitation. The anticipated period of performance includes a one (1) year base period and four (4) one year option periods. 6. Offerors must submit representations and certification in accordance with provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Item. All interested o offerors must be registered in the System for Award Management (SAM) prior to receiving an award. You may access SAM at https://www.sam.gov/portal/public/SAM/.
