- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Coherent Inc., located at 5100 Patrick Henry, Dr. Santa Clara, CA 95054-1112 to purchase an upgrade to NIST's existing Lifetime Laser System. The sole source justification is based on the following: The Material Measurement Laboratory's Microscopy (MMLM) and Microanalysis Research Group (MMRG) research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements; the MMRG needs to procure an upgrade to NIST's existing Materials Coherent Lifetime Laser System with a Coherent Laser Group's upgrade of the existing system and custom designed with software to provide increased spectral coverage and improve the usability and performance of the existing system. This system must be compatible with existing software, optomechanical, and optoelectronic components. As such, only components manufactured by Coherent meet the compatibility requirement and meet NIST's minimum requirements. The upgrade components consist of the following: 1One (1) Opera-HP (630-1025 nm: 1045-2600 nm) 2One (1) Opera-HP SHS/SHI (315-510 nm: 525-630 nm) Market research has shown that Coherent is the sole company who can provide this equipment and it's integrated software to NIST. Given these facts, Coherent is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST June 23, 2017 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
