Description
PDF Copy of the Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Departmental Appeals Board (OS/DAB) intends to sole source to: William E. Gray Consulting, LLC 5951 Camelback LN Columbia, MD 21045-3807 In accordance with FAR 5.207(c), DAB's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: The purpose of this acquisition is to acquire a contract that provides the Departmental Appeals Board (DAB) with a full range of expert advisory services to conduct an Information Technology Alternatives analysis (hereafter "Alternatives Analysis" or "AoA") in support of the Medicare Appeals Processing System (MAPS). (3) Manufacturer: N/A (4) Functional Description: The purpose of this acquisition is to acquire a contract that provides the Departmental Appeals Board (DAB) with a full range of expert advisory services to conduct an Information Technology Alternatives analysis (hereafter "Alternatives Analysis" or "AoA") in support of the Medicare Appeals Processing System (MAPS). (5) Predominant material of manufacture: N/A (6) Quantity: N/A (7) Unit of issue: N/A (8) Destination information: HHS/DAB 330 C Street, SW Washington, DC 20201 (9) Delivery Schedule: N/A (10) Duration of the contract period: Date of Award through 12 Months (11) Sustainable acquisition requirements: N/A (12) Description of Procedure: This is a pre-solicitation notice of intent to sole source. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than June 19, 2017. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Departmental Appeals Board (HHS/DAB) intends to sole source to: William E. Gray Consulting, LLC 5951 Camelback LN Columbia, MD 21045-3807 The DAB has reached a critical juncture in the planning for the Medicare Appeals Processing System (MAPS). DHHS allocated NEF funding for the project on June 29, 2016. Inherent in this approval is an understanding that DAB will act expeditiously to conduct an alternatives analysis (AoA) to compare the operational effectiveness, cost, and risks of proposed solutions to operational gaps and shortfalls. Most importantly, the AoA will identify and recommend a preferred solution to the identified shortfalls. Finally, the AoA will be used by DAB management to identify cost effective alternatives; validate whether the proposed solution is the best solution; identify enhanced business requirements or drivers; address program mission or vision changes; and reduce risks in the acquisition, development, and implementation of the solution. Failure to do so could jeopardize the DAB's ability to effectively plan and implement the solution. Because of this, DAB needs support from a qualified contractor already intimately familiar with the HHS IT infrastructure and most importantly the ECAPE project to ensure seamless interoperability with OMHA systems. Finally, the DAB requires the immediate assistance of a contractor who can provide the needed project support without a prolonged learning curve that could delay implementation. William E. Gray Consulting, LLC is the only contractor who can satisfy this requirement. William E. Gray Consulting, LLC has experience and insight into ECAPE, the Department, and the adjudicative appeals process that makes them uniquely qualified. Since 2012, they have played a critical role in the inception of ECAPE and completed an alternatives analysis that served as the foundation for the system. Additionally, William E. Gray Consulting, LLC assisted with the development of an ECAPE Request for Information, and completed documentation required by the HHS Administrative and Management Domain Steering Committee (Enterprise Life Cycle), and provided expert guidance in all aspects of the project. Accordingly, they are the only contractor that will not have a learning curve that would delay implementation of this project. William E. Gray Consulting, LLC is uniquely qualified based on the work they have already performed for OMHA's ECAPE project. The principals have expert knowledge of the adjudicative appeals process, and the objectives of a dynamic case management solution designed to support Medicare appeals. They have past experience with successfully implementing a similar project for an organization with a similar mission. And they are the only organization that is intimately familiar with the requirements for ECAPE interoperability and qualified to achieve the desired performance outcomes. (16) This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement.
