- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Single Source award in accordance with FAR Part 13 Simplified Acquisition Procedures (SAP), with Podiatry Residency Resources, Inc., 445 Fillmore St, San Francisco, CA 94117-3404 This requirement is to acquire the 2017 Podiatry Resident In-Training Examination given by The American Board of Foot and Ankle Surgery (AFBAS) (https://www.abfas.org/Home.aspx) and the access fee to the Podiatry Resident Resource residency management system (https://www.podiatryrr.com/). The Council on Podiatric Medical Education (CPME) approves ABFAS as the certifying body which board certifies Podiatrist Residents throughout the nation. All VA Greater Los Angeles Podiatry Residents must be board certified by The American Board of Foot and Ankle Surgery (ABFAS) as part of their residency program. The examination and residency management system is required and mandatory for all VA Greater Los Angeles Podiatry Residents as part their residency program, training requirements, and curriculum. Current market research indicates Podiatry Residency Resource, Inc is the sole contractor who is approved by the CPME to provide the exams and residency management system as required the Podiatrist residency program. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 6/12/2017. The North American Industry Classification System (NAICS) for this requirement is 518210, Data Processing, Hosting, and Related Services. The Small Business Administration (SBA) size standard for this sector is $32.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
