- Statement of Work FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 49-Maintenance and Repair Shop Equipment SUBJECT: Purchase for calibration of NIST-owned TSI Equipment SOLICITATION NUMBER: SB1341-17-RQ-0539 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with TSI, Incorporated located at 500 Cardigan Road, Shoreview, MN 55126 for calibration of NIST-owned OEM equipment. The sole source justification is based on the following: The National Institute of Science and Technology's (NISTs) Safety Health and Environment Division (GSHED) in Gaithersburg, MD is responsible for maintaining and calibrating all of its Industrial Hygiene and Safety equipment. Each piece of equipment requires an annual calibration to have it properly calibrated and returned to factory specifications. Due to the large number of TSI brand equipment in GSHED's inventory, a service contract is required for annual calibration of this equipment. The calibration services include: 1.A Return Material Authorization (RMA) will be obtained from the contractor prior to shipping instrument from NIST to contractor's calibration facility. 2.The instrument will be packaged and shipped to contractor facility using the NIST-386 shipping request form by NIST POC and NIST shipping department. 3.Upon receipt of the instrument, the contractor will inspect the instrument and contact the NIST POC with a detailed list of the instruments condition. If a repair is required beyond normal calibration services, it must be approved prior to work. All repair work beyond normal calibration services will be covered on a case by case basis separate from this contact. Given these facts, TSI is the only source reasonably available to provide the required services. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219 with a size standard of $20.5 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 06/16/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
