- Description
- The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a non-competitive Request for Proposal (RFP) to Raytheon Missile Systems for Engineering Services to support the 155mm Excalibur Projectile. The Excalibur Program is for a Precision-Guided, Extended-Range family of 155mm projectiles that delivers precise, lethal, and cost effective fires at ranges up to 35k and greater. The 155mm Excalibur projectile enables the maneuver commander to precisely defeat critical targets while minimizing collateral damage and unexploded ordnance. The Excalibur program is currently in the production phase and supports the requirements of the US Army, USMC, US Navy, Swedish Army, and other Foreign Military Sales (FMS) Cases. The purpose of the planned contract is to address various Excalibur Engineering Support requirements that include, but are not limited to; Cost Reduction Initiatives, System Engineering, Life Cycle Sustainment, Training Models, Reliability Growth, Engineering Lab Support, Software Changes, System Safety Analysis, Producibility Efforts, Other Production Support and Development and Qualification efforts related to potential international interoperability activities, Precision Navigation Upgrades, and M109A7 Pre-planned product upgrades. The solicitation will be issued as a sole source effort to Raytheon Missile Systems, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates awarding a single Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract to support FY18-22 requirements. The period of performance for this contract will be for five years from the date of contract award. The contract will include a minimum guarantee of $1.014M and a maximum contract ceiling price of $95M. As future requirements for Excalibur Engineering Services are identified during the period of performance the Government will utilize either FFP or CPFF line items, as applicable. Please note this notice does not constitute a Request for Proposal (RFP). It is expected that the RFP will be posted in July 2017.
