Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334516 with a size standard of 1000 employees. Brief Description of Requirements: AFRL requires the purchase of a Sapphire Laser System that will meet the following capabilities: SolsTiS narrow linewidth Ti:Sa laser and external cavity doubler with integrated low noise DPSS pump source. ECDx power specification of 1.5W at 369nm. Terascan capability including including VIRPO with low power fiber launch module. Includes the following High Finesse parts: - WSU 10 Wavelength measuring system USB, - MC 8 MM (Kit) - Multichannel Switcher kit 8-Channel MultiMode 50um, - TTL-sync - TTL Trigger Option, Tuning Range: 700-1000 Linewidth: < 5 MHz Scan Range: > 25GHz, measured at ~780nm, scan stitching option available Resonator scan rate up to 200GHz/s Amplitude Noise: < 0.1% RMS above pump noise, added in quadrature Spatial Mode: TEM00 Beam Radius: < 0.4mm, 1/e2 intensity (nominal, at output port) Beam Divergence: < 1.5 mrad, far field, half angle Polarization: Horizontal (pump & output beam) Laser Head Dimensions: <29 x 17 x 7cm (<11.5 x 6.7 x 2.6 inches), L x W x H ICE-BLOCTM Controller Dimensions: 34cm x Half Rack x 2U, L x W x H AC Power: 90 - 264 VAC, 2.5 A max. Cooling: Supplied closed-loop water Environmental Requirements: Operating temperature range: 16-30ºC, Max. relative humidity: 80% non-condensing, up to 30ºC. The Government intends to negotiate a sole-source contract for the purchase of the system described above. The identified sole-source provider/producer of these systems is as follows: M Squared Lasers Inc Cambridge Innovation Center 1 Broadway, 14th Floor Cambridge, MA 02142 The M Squared SolsTiS is the only known product that can meet the Government's needs. The M Squared SolsTiS has the highest specification and flexibility of all available CW TiS lasers and is the only known system that offers automated, hands free operation over the wavelength region required for the Government's experiments. Similarly, the M Squared ECDx frequency doubling module is the most efficient SHG enhancement cavity available and covers 350 - 500nm with a single set of optics. The SolsTiS is the only system to feature a hermetically sealed cavity and fully hands-free, automated operation with no manual adjustment, and that can complete a 5nm mode hop free, continuous scan with kHz resolution within 10 minutes. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 July 2017. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
