General Information Short Title: Harmonized Framework and Collections for African Esophageal Cancer Consortium Solicitation Number: N02CP72586-88 Posted Date: 6/7/2017 Response Date: 6/22/2017 Classification Code: Q301 - Medical- Laboratory Testing NAICS Code: 541990 - All Other Professional, Scientific, and Technical Services Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E638, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services for the study related to harmonized framework and collections for African esophageal cancer consortium from the Section of Environment and Radiation, International Agency for Research on Cancer (IARC). 150 Cours Albert Thomas, 69372 Lyon, CEDEX 08, France. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1), using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $15 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance will be 12 months from the date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. Its renowned epidemiologists, geneticists, and biostatisticians conduct population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The Division's research impacts public health policy in the United States and around the world. The purpose of this procurement is for specific contributions to a consortium on esophageal cancer in East Africa, namely to adapt, make available and provide support for a platform for standardized data collection in case-control studies being conducted across consortium members and to collect saliva at IARC-led case control study sites. Esophageal squamous cell carcinoma (ESCC) is a leading cause of cancer death worldwide. The Metabolic Epidemiology Branch of the Division of Cancer Epidemiology and Genetics conducts research on the etiology of ESCC in high risk populations in several parts of the world including China, Iran, and Kenya. The International Agency for Cancer Research also has ESCC case-control studies currently recruiting in Tanzania and Kenya. With a view to creating an African ESCC consortium, we wish to harmonize study designs, specimen collection and questionnaires across research efforts, the first of these efforts within ESCC case-control studies being conducted by DCEG and IARC. The purpose of this procurement is to (1) generate a harmonized case-control study design for use across East African ESCC case-control studies, central to this is harmonization of a core questionnaire; (2) adapt an existing IARC-mHealth tool for data collection to the East African generic case-control study questionnaire; (3) support the African ESCC consortium through provision of the mHealth application, web-based access to data and support for hosting data collections. A single summary report detailing breakdown of cases and controls recruited, by age and gender, at each mHealth participating site will be provided; (4) collect saliva spit samples for cases and controls at the IARC-led site in Moshi, Tanzania, using the Oragen DNA 500 kits. The Contractor will provide (1) an electronic copy of the harmonized case-control study questionnaire, separately and on the IARC-mHealth tool (2) submit a report in Word detailing a summary of case and control recruitment across the East African case-control studies (including a breakdown of cases and controls recruited, by age and gender, at each site) to the NCI Contracting Officer's Representative (COR), which will include the status of saliva and other biospecimens collected as per the status in the mHealth database. The Contractor will (3) collect saliva specimens from 75 ESCC cases and 75 controls at the IARC-led study site in Moshi, Tanzania and will make these samples available to NCI. The Contractor will communicate to the COR immediately via email or phone if any unusual problems develop over the course of the project. The Section of Environment and Radiation from IARC, France, has initiated esophageal cancer case control studies in Kenya and Tanzania. These efforts are very similar to those underway by DCEG in Kenya and Malawi. IARC's sites in East Africa have successful recruitment underway, resulting from several years of fieldwork investment and collaboration. Much of the success of the field studies has been attributed to implementation of a specialized mHealth application for all data collection components. A consortial approach to ESCC in East Africa is needed, for greater scientific insights and more robust findings. As DCEG and IARC ESCC efforts in East Africa are similar, IARC is a natural partner with DCEG on such a consortium. Apart from DCEG, IARC is the only other institution with multi-country ESCC research in East Africa, thus this the only contractor who can provide the requirements of this procurement. This notice is not a request for competitive quotation. However, if any responsible source, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on June 22, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
