- The Great Lakes Environmental Research Laboratory (GLERL), located administratively within the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research intends to purchase a Hyperspectral Imaging System and has been given authority under a federal mandate under the recent Harmful Algal Bloom and Hypoxia Research Control Act (HABHRCA) legislation to detect and monitor harmful algal bloom (HAB) and toxicity in the Great Lakes. The Hyperspectral Imaging System is manufactured by Resonon Inc. located in Bozeman, MT. The new Hyperspectral Imaging System will provide a direct replacement if the existing equipment suffers a failure. Resonon Inc. has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. The requested item (see information below) is provided solely by Resonon Inc. and the only known qualified source, based upon GLERL has developed computer programs to decipher images from the original Hyperspectral Imaging System software purchased in 2015. Also, the previous images are georeferenced based upon the latitude and longitude flight data and this labor effort would have to be re-accomplished if images are received from another company’s Hyperspectral Imaging System. Additionally under a previous acquisition an aircraft was modified to mount the Resonon Inc. Hyperspectral Imaging System to the aircraft. The government would incur significant additional expense to re-modify the aircraft to accommodate a different Hyperspectral Imaging System. The additional expense to the government is not expected to be recovered using open competition. I f the GLERL cannot procure the needed Hyperspectral Imaging System, it will have a negative impact on the GLERL’s ability to effectively monitor harmful algal bloom(HAB) and toxicity in the Great Lakes. The requirements for the items are as follows: Ø Hyperspectral Imaging System o Includes a hyperspectral sensor, positioning system, lens, data acquisition system, and gimbal caddy for unmanned air-systems (UAS). The hyperspectral sensor must be small enough to fit and have the proper hardware to install in a UAS. The data acquisition system must be capable of registering the hyperspectral image with position while the system is traveling at 150mph. § Specifications · Spectral range – 400-1000 nm · Spectral resolution – 2.1 nm · Spectral channels-not less than 280 · Total system weight not to exceed 1.5 lbs. · Total system dimension not to exceed – 5” x 5” x 3” · Storage Capacity-1 TB § Positioning system · Position accuracy not to exceed 0.6m · Pitch and Roll Accuracy not to exceed 0.1 deg · Heading accuracy not to exceed 0.3 deg § Lens Specifications · Field of View 24.8mm · Focal length 12 mm All items under this contract shall be FOB Destination and shall be delivered to the NOAA Great Lakes Environmental Research Laboratory (GLERL) located at 4840 South State Street, Ann Arbor, MI 48108. The intended procurement is for a Hyperspectral Imaging System for which the government intends to purchase under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source ( Resonon Inc. ) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Resonon Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed Hyperspectral Imaging System. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the Hyperspectral Imaging System. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided similar technical and logistical support services. All responsible sources may submit requested information which will be considered by the Agency.
