Description

Activation Tracking and Implementation System for the National Activation Office This single award Indefinite Delivery Indefinite Quantity (IDIQ) contract action has been awarded. This request for information (RFI) is issued to determine the availability of small business concerns, to include verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs), that are capable of providing all services identified in the attached Performance Work Statement (PWS). This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation, or a Request for Proposal. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industry Classification System (NAICS) for this requirement is 518210 Data Processing, Hosting, and Related Services - with a size standard of $32.5 million. Generic capability statements will not be accepted or reviewed. Your response must address all system capabilities and services required in the attached PWS and must include the following: Provide a summary of your technical capability to meet all PWS requirements. Corporate experience or expertise in performing these services for medical facility activation projects of similar size and scope to Veteran Health Administration (VHA) facilities, and specific examples or references. Specific examples or references provided must include the agency, point of contact, dollar value, and contract number. Provide organizational experience and capability providing the required database support at both the facility and enterprise levels, the ability to add additional nationwide trainer support capacity if/ when needed (see Section E. of PWS) and any limitations on this support. Provide a summary of how your organization would mitigate problems associated with disrupting continuity of these services as currently provided by another organization, and how your organization would mitigate these same issues during a handoff to another organization in the future. Provide information on pricing the services associated with the attached PWS to include License A, ongoing Activations Database Support services, and Data Entry or Transfer services in a fixed-price manner. Also provide estimated firm-fixed per unit pricing for these three (3) specific services/ items, as follows: License A: $X per 12-month period. This Firm-Fixed-Priced line item shall include all licensing capabilities, functionality, and training as provided at PWS Paragraph D.1. Activation Database Support: $X per 12-month period for database system support, reporting, and maintenance, as well as ensuring that dedicated support is available to facilities and users nationally in accordance with the PWS. This line item will include roughly 40 hours per week of required and ongoing support. Additional line items may be awarded should required levels of support exceed an estimated 40 hours per week. Data Entry or Transfer services: $X per request. This Firm-Fixed-Priced line item shall include all labor, material, and other costs for the successful completion of data entry or data transfer services into the database as detailed at PWS Paragraph C.4 and associated deliverables. The ability to meet set-aside requirements for performance of this effort must include information as to personnel and financial resources; potential team members and the PWS requirements planned to be subcontracted to them; and indicate whether at least 50% of the cost of labor is planned to be expended for prime employees or employees of other eligible small business or SDVOSB/VOSB firms; responses must include the prime planned percentage and if under 50% for small businesses or under 51% for SDVOSB/VOSB firms, the names of the potential team members that may be used to fulfill the 50% small or 51% SDVOSB/VOSB requirement. If, in your estimation, there appear to be non-essential elements within this requirement that would prevent your organization from performing successfully, please provide these details in your response; this information may be used during a future review of this requirement.
