Description
The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair and preservation of two (2) utility floats - the UF-13 and UF-53. UF 13 is 30' wide x 60' long with a draft of 1.5'and a light load displacement is 50.4 L Tons. UF 53 is 15' wide x 60' long with a draft of 1.5' and a light load displacement is 42 L Tons. Each vessel has a steel hull. The contractor's facility must possess the capability of accommodating one (1) utility float at a time with the dimensions as stated above. The expertise and experience anticipated to be needed for the performance of this contract includes, but is not limited to, the following: UF 15: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Dock, wash and clean the exterior surfaces of the vessel upon docking. Remove all fendering. Blast and preserve all exterior surfaces of the vessel. Replace zinc anodes. Hull and main deck require ultrasonic measurement of plating thickness. Open, clean, inspect and test tanks. Vessel requires inspection for damage and deterioration (hull, main deck, tanks and voids). Apply new nonskid system to main deck. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR. UF 53: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Upon completion of work, the contractor will coordinate delivery of each vessel to the Government facility at PSNS in Bremerton, WA. Expected Period of Performance is as follows: UF 15: Nov. 9, 2017 to Jan. 12, 2018 UF 53: Nov. 9, 2017 to Jan. 12, 2018 The Government is contemplating a 100% small business set-aside under the North American Industry Classification System (NAICS) 336611, size 1,250 employees. The Government intends to post a request for proposals in May 2017 with an anticipated award date in September 2017. This procurement will be conducted utilizing FAR Part 15 procedures. All responsible sources may submit a proposal in response to the solicitation, which shall be considered by the agency. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This pre-solicitation announcement is released in accordance with FAR 5.2.
