Description
The purpose of this announcement is to provide industry with the revised procurement strategy for the follow-on vehicles to the FAA ™s Financial Integrated Support (FIS) portfolio of contracts, which have a current contract end date of September 26, 2017. The FIS portfolio was initiated as part of FAA ™s effort to implement holistic solutions to the challenges of federal financial management. In order to allow time to complete the competitions for the follow-on contracts to FIS, the current contracts will likely need to be extended into the First Quarter of FY 2018. There will now be two contract vehicles that will replace the FIS portfolio of contracts and separate competitions will be run for each vehicle. The first contract vehicle remains Enterprise Financial Services (EFS) and the second contract vehicle will be Financial and Business Systems Support (FBSS). Both vehicles are discussed further below. The successful offeror of the FBSS contract (described below) and any subcontractors may not perform on any other FAA contracts during the period of performance of potentially seven years, due to Organizational of Conflict Interests (OCI) concerns. This also means that the successful offerors and any subcontractors may not be awarded or perform on both the EFS and the FBSS contract vehicles. Please note, this announcement is for information and planning purposes only and is not a guarantee that a Final SIR will be released for this action. Any costs associated with responding to this are solely at the interested vendor ™s expense and the FAA will not reimburse any costs incurred. Contracting Officer: Stephen Mostow stephen.mostow@faa.gov PORTFOLIO ONE (Large and Small business awardees) [SIR DTFAWA-17-R-00017]: The first vehicle, EFS, is a portfolio of contracts designed to ensure that the FAA has access to the resources necessary to carry out financial, budget and management operations and ensure the efficacy of those operations. The Department of Transportation (DOT) may also use this vehicle. EFS is anticipated to be a portfolio consisting of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with at least one contract awarded to a small business provided that the conditions stated in the SIR are met. The FAA currently anticipates the potential of two EFS contract awards, including one small business award, but as provided in the Draft SIR reserves the right to make multiple awards or award no contracts at all. The work areas in these contracts are: Work Area 1 - Policies and Processes Identifying the need for policies and standard operating procedures (SOPS) Drafting policy documents/ SOPS Planning for implementation of policy documents/SOPs Managing policy documents Conducting periodic reviews of policy documents Work Area 2 - Internal Controls Assessing existing internal controls Remediating open deficiencies Work Area 3 - Program and Project Management Managing programs Managing projects Work Area 4 - Day-to-Day Operations Budget operations Financial and accounting operations Human capital management Work Area 5 “ Training Work Area 6 “ Strategic Planning, Investment Analysis and Program Evaluation Work Area 7 “ Risk Management Work Area 8 “ Other Financial, Budget, and Management Related Activities The FAA estimates the Final EFS SIR, if issued, will be released in or around July, 2017 with proposals being due 30 calendar days after release. The FAA will utilize the best value/trade-off methodology to select the successful offeror(s). The resultant EFS contract(s), if any are awarded, will have a base ordering period of three years and four, one-year option periods, and are anticipated to include Time-and-Materials, Labor-Hour, Firm Fixed Price, and/or hybrid task orders. The applicable North American Industry Classification System (NAICS) is 541611, Administrative Management and General Management Consulting Services. PORTFOLIO TWO (Small business awardee) [SIR DTFAWA-17-R-00046]: The second vehicle, FBSS, is an IDIQ contract designed to ensure that the FAA has access to the resources necessary to perform systems support related to financial services, other support related to financial systems and ensure the efficacy of those operations. DOT may also utilize this vehicle. FAA anticipates setting aside the FBSS contract for small business and making only one award. However, the FAA reserves the right to make multiple awards or award no contracts. Work Area “ Systems and Systems Support, including associated Project Management tasks Defining Requirements and Testing Solutions Supporting Users Prototypes and Pilots The FAA estimates the Final FBSS SIR, if issued, will be released in or around November, 2017 with proposals being due 30 calendar days after release. The FAA will utilize the best value/trade-off methodology to select the successful offeror(s). The resultant FBSS contract(s), if any are awarded, will have a base ordering period of three years and four, one-year option periods and are anticipated to include Time-and-Materials, Labor-Hour, Firm Fixed Price, and/or hybrid task orders.
