Description
The Department of Defense office of the inspectors general (DODIG) intends to negotiate, on a sole source basis, under the statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(2) as cited in FAR 6.302-2, "Unusual and compelling urgency.", with Trusted Translations for Sign Language Interpreting Services 108 N Virginia Avenue Falls Church, VA 22046 for a short term 6-month contract. BACKGROUND AND OBJECTIVES: Department of Defense, Office of Inspector General (DoD, OIG) has a requirement to ensure sign language interpreter services, voice to sign are provided for deaf and hard of hearing employees primarily within the OIG through a contractor who will provide certified, experienced, and professional interpreters. While DODIG believes it may post a combined synopsis and solicitation for this requirement as soon as mid-Sept, 2017, DODIG stringent facility security requirements do not allow sufficient time for DODIG to procure these services without encountering a lapse and/or impairment of services. Therefore, this notice of intent/extension to award to Trusted Translation's 108 N Virginia Avenue Falls Church, VA 22046 is necessary to bridge the gap between the current contract and the new award, thereby ensuring the overlap of contract performance required for the achievement of a smooth transition and continuous high-level service. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(2) as cited in FAR 6.302-2, "Unusual and compelling urgency." This extension will provide services without disruption for sign language interpreter services for the EEO operation of the DODIG by a firm that holds current high-level facility security clearance. Trusted Translations, Inc. 108 N Virginia Avenue Falls Church, VA 22046 has been working with the DODIG over the years in maintaining these services. The vendor has intimate knowledge of the DODIG sign language interpreting needs including the critical element in establishing interpreting contract that have interpreters with secret and/or top secret clearance levels. The interpreting service secured by the DoD OIG should have this at all times and can alleviate the risk of the employee not being capable of performing the essential functions of the position due to insufficient resources. With that said, the interpreting service secured by the DoD OIG should be in position to provide the services when needed by the OIG employees. This is both within the DoD OIG as well as throughout the United States and abroad including ASIA Europe Afghanistan, Djibouti and Qatar. Depending on the mission requirement. Using a vendor that already has familiarity with the services would be a substantial cost savings for the government as well as keeping the integrity of the services intact. The North American Industry Classification System (NAICS) code for this acquisition is 541930 Translation and Interpretation Services- and the size standard in millions of dollars $7.5 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. Eastern on June 13, 2017. Inquiries will only be accepted via email to sajurnia.harris@dodig.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. END SH
