- U.S. Fish and Wildlife Service, Portland, OR intends to make a single award for Architect and Engineering Services in accordance with the Brooks Act (Public Law 92- 582) and Federal Acquisition Regulation (FAR) Part 36.6 and 36.602-5, short selection process for contracts not to exceed the simplified acquisition threshold. The value of this award will be below $25,000 and no other awards related to this announcement will be made. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of three firms deemed most highly rated after initial source selection will be chosen for interviews. From the three most highly qualified firms, the highest qualified firm will be issued a solicitation. The USFWS will not pay, nor reimburse, any costs associated with responding to this request. The USFWS is under no obligation to award a contract as a result of this announcement. The firm receiving the award will be selected based on demonstrated competence and qualifications to perform the required work. NATURE OF WORK: The U.S. Fish and Wildlife Service (FWS) requires land survey services to support land acquisition at Little Pend Oreille NWR, about 8 miles southeast of the City of Colville, Stevens County Washington. The project involves the survey, monumentation and posting of a tract of land proposed for acquisition, and the tying and description of approximately 1 mile of access road centerline Refer to Overview Map attached. The subject tract, designated as Tract (14,R) consists of a single tax parcel in section 2 T34N R40E WM, and is the subject of a Purchase Agreement between the landowners and the U.S. Fish and Wildlife Service. The purchase of this tract is expected to close in early fall 2017; completion of this project is required to establish the boundary and develop the legal description for the transaction. The project includes the following approximate quantities: Search for and tie six GLO or aliquot corners of recent record; monumentation of two new property corners; posting of approximately 0.25 miles of new boundary, removing posts and signs from approximately 1 mile of superseded boundary." SELECTION CRITERIA: Selection criteria for this acquisition are listed below and each factor is considered equal in importance. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Location in the general geographical area of the project and knowledge of the locality of the project; the general geographical area is Eastern Washington. SUBMITTAL REQUIREMENTS: All responsible sources may submit a response which, if timely received, shall be considered by the USFWS. All respondents shall submit SF 330s, Part I and Part II, to the Contracting Officer, Nathan Ellyson, at nathan_ellyson@fws.gov. The USFWS reserves the right to consider current SF330's that are otherwise eligible and on file with the United States Fish and Wildlife Service in response to this announcement. All responses shall be submitted for receipt no later than 3:00 PM, PT, Thursday, 6 July 2017. Late proposal rules found in FAR 15.208 will be followed for late submittals. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330 Architect Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or plan holder list will be issued. A solicitation will only be issued to the most highly qualified Architect Engineering Firm. Personal visits and phone calls to the facility to discuss this announcement will not be allowed. Inquiries directed to the Contracting Officer shall be in writing, phone requests will not be honored. Any AE contractor considered for award must be registered in the System for Award Management (SAM). The North American Industrial Classification System (NAICS) number is 541370, Surveying and Mapping (except Geophysical) Services and the business size standard is $15 million. This requirement is set-aside for small business.
