- The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Energetiq Technology of Woburn, MA under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation(FAR) Part 13 for the procurement of a Two Laser Driven Light Sources (LDLS). The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure the required system under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). The NIST, PML, Sensors Science Division (SSD) currently has a need for two (2) LDLS for measuring the optical properties of materials. These properties include spectral reflectance and transmittance. This device will be utilized as a direct replacement for an identical device already owned by NIST. The LDLS will also be used in the transfer of radiometric scales. Sources such as the one being sought provide significantly more energy in the near-UV and blue region of the spectrum. More conventional lamps such as halogen lamps are deficient in that part of the spectrum. Having high brightness over the broad spectral range will allow for the expansion of the radiometric scale into a region that was historically challenging due to a lack of energy in the UV to blue spectral region. The required LDLS can only be offered by Energetiq Technology's EQ-1500 LDLS, as it uses a patented technology (US patent #: US 7,435,982) to sustain a small, point source plasma without using the electrodes (electrode-less) in a specialized Xenon gas bulb. The technique provides a revolutionary single-light source with emission from 170 nm to 2100 nm. The extreme high brightness over a broad spectral range combined with lifetimes of the system that is an order of magnitude longer than traditional lamps makes the Laser Driven Light Source the only capable lamp technology on the market to meet the NIST requirements. There is no other light source available with these features, nor will another manufacturers instrument ensure full compatibility and serve as the direct drop in replacement item into the existing instrumentation. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1,000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 16, 2017 will be considered by the Government.
