Description
STATEMENT OF WORK Portable Solar Reflectometer Instrument 1.0 INTRODUCTION This statement of work (SOW) describes the instrument specifications needed for measuring total hemispherical spectral reflectance. The instrument will be purchased for the Materials Evaluation Laboratory (MEL) at the NASA Johnson Space Center (JSC). 2.0 REQUIREMENTS The vendor shall provide a precision saw that meets all JSC technical requirements as listed below in section 2.1, TECHNICAL REQUIREMENTS. 2.1 TECHNICAL REQUIREMENTS 1. Portable Base Unit • Instrument shall take measurements from 250 nm - 2800 nm • Shall follow ASTM standard E903 - Standard Test Method for Solar Absorptance, Reflectance and Transmittance of Material Using Integrated Spheres. • Solar absorptance constants used in calculations shall be from ASTM standard E490 - Solar Constant and Zero Air Mass Solar Spectral Irradiance Tables. 2. Voltage The unit must be capable of operating on 110 v. Adapter can be included to reach this requirement. 3.0 DELIVERABLES 1 - Base unit 2 - Interface between base unit and software 3 - Documentation including applicable safety and health documents as well as operations and maintenance manuals. 3.1 CONTRACTOR TASKS 3.1.1. Safety Requirements The vendor shall provide a copy of applicable Safety and Health documents (hazardous materials lists) and a component listing of any pressurized lines, valves, or connections. 3.1.2. Documentation The vendor shall provide a copy of the operations manual, preventive maintenance manual, and applicable specifications and drawings for pressure systems. Electronic media provided on compact disk in common format, such as MS office or Adobe Acrobat Reader is acceptable. 3.1.3. Vendor Installation The vendor will not be required to install the unit. 3.2 WARRANTY The vendor shall provide a minimum of 1 year of on-site complete system warranty on parts and labors installed against defects in material and workmanship. 3.3 DELIVERY SCHEDULE All items must be delivered to JSC MEL no later than September 2, 2017.
