Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. A Transverse Grooving Test Section, which will extend 1,500 feet along ACY Runway 4/22, will be located between Taxiways B and D. The test section will incorporate trapezoidal-shaped grooving and FAA Standard square shaped grooving per FAA Advisory Circulars 150/5320-12 and 150/5370-10. The Transverse Grooving Test Section is intended to allow for full scale aircraft testing, comparing trapezoidal-shaped runway grooving with FAA Standard square grooving for preventing hydroplaning of aircraft tires during wet weather conditions. Cardinal International Grooving and Grinding of Conshohocken, PA has a patented system for saw-cutting trapezoidal-shaped transverse grooving on airport runways. Cardinal International is the only company that we have identified that has the machinery and tooling for saw-cutting of trapezoidal-shaped runway grooving. Cardinal International has past experience in successfully installing trapezoidal-shaped runway grooving, using their patented system on airport runways. Cardinal International also has the expertise and experience to prescribe preliminary grinding tolerances necessary to ensure successful saw-cutting of trapezoidal-shaped runway grooving. Cardinal International Grooving and Grinding has successfully performed previously installing trapezoidal-shaped runway grooving at Chicago O ™Hare International Airport (ORD) and at MCAF Quantico in Virginia for earlier research efforts. A full and open competition is not available for this requirement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
