- The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) on or about July 07, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled The Kanopolis Service Gates Replacement - Marquette, KS. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000 to $5,000,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million. This requirement will be a 100% set-aside for small business. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. When this IFB is issued, the solicitation will contain information as to when and where bids will be received and opened. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. This project consists of replace the existing two hydraulically operated service sluice gates with two new hydraulically operated services sluice gates that are able to be HSS inspected that will meet the needs of operations and maintenance needs of the lake project. Work also includes the Removal of the existing service gates. The existing gates will be removed one at a time and precision measured at the fabrication shop to determine final machining dimensional tolerances for the new gates. Fabrication, machining, and painting of approximately two 6.5'x12.5' services gates of weight of approximately 16,000 pounds each (ASTM A709 material). Disassembly and reassembly of the hydraulic operating equipment. Minor maintenance of hydraulic equipment as necessary. Painting and blasting the steel conduit liners and gate slots in the tower. Constructing a suitable enclosure for painting of liners and slots within the tower. Also, this might include taking out the rock pad by the tower when the project is done. The estimated performance period for completion of construction is 660 calendar days from Notice to Proceed (NTP).
