- The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1 (b)(1)( i ), with Oceage, Inc., 41 Stratford Way, Halifax, Canada for sample analysis of aging Antarctic krill. The sole source determination is based on NOAA's National Marine Fisheries Service Office (NMFS) that has a requirement for the aging of up to three hundred Antarctic krill for the use in the development for age-based assessment models for the management of Antarctic krill resource in the Southern Ocean. Recently Kilada et al. (2012) validated the direct age crustaceans, principally decapods, by sectioning the eyestalks of the species. Building on this work Kilada el al. (2017) validated the direct age of Antarctic krill using know age animals collected from two different aquaria. The validation of the ageing technique and the demonstrated ability to age formalin preserve samples using this technique meets the Government's requirement for ageing historical sample of Antarctic krill. Oceage Inc. has a laboratory that developed the technique and is the only known vendor to provide these services. Period of performance is for a base year July 1, 2017 through June 30, 2018 plus one 12 month option period. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
