Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation N61340-17-R-0078 is issued as a request for quote (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to, Federal Acquisition Circular (FAC) 2005-95. This solicitation is being solicited on the basis of a total set-aside for small business. The NAICS Code for this solicitation is 611420 with a size standard of $11,000,000.00. NAWCTSD, Orlando, FL has a requirement to procure a Cyber security training course that satisfies CompTIA, ISC2, and ISACA CEP training objectives for information systems security certifications. Pricing shall include all cost related to this requirement. CLIN 0001- Cyber Security Training. Quantity: 1 Vendors shall deliver the training in sessions every thirty (30) to forty five (45) days in support of between twenty five (25) to thirty (30) students per session for a 6 month period. The period of performance shall be from 01 July 2017 through 31 December 2017. The first training session shall be made available on 01 July 2017. Acceptance shall be made at destination upon Delivery. Please see the attached Statement of Work for further details about the requirement. The vendor shall make available all specified training requirements within the Statement of Work. Delivery shall be F.O.B. Destination in accordance with FAR 52.247-34. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply. Evaluation Criteria: The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose quote conforming to this notice will be the most advantageous, representing the best value to the Government. A firm-fixed-price purchase order will be awarded for Fiscal Year 2017. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications and delivery date requirement of this combined synopsis/solicitation. Each quote should include the following information regarding the requirements. Proof to be a certified Training Provider for one of the following security certification providers; CompTIA, ISC2, or ISACA. The name of the course the vendor will provide. Identify if the vendor will be developing a new course curriculum, or if the course is part of its existing catalogue. Vendor must identify the duration, in hours, of training the course will provide. Vendor must provide the accurate quantity of courses that will be provided during the period of performance. An affirmative statement must also be included that states the vendor will perform in accordance with all the requirements in the Statement of Work. The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award. To be eligible for award the successful offeror MUST BE IN SYSTEM FOR AWARD MANAGEMENT.
