- Description
- The Centers for Disease Control and Prevention, National Centers for Environmental Health Division of Laboratory Sciences Tobacco and Volatiles Branch intends to award a sole source firm-fixed price contract to procure Phenomenex Strata XXC 96-well SPE plates to Phenomenex, 411 Madrid Ave, Torrance, CA 90501. Strata X-c 33 μm polymeric strong cation exchange 96-well plate is the only validated SPE plate for two methods that have been developed in our laboratory for National Health and Nutrition Examination Survey (NHANES) biomonitoring study. The best application aspect of the Phenomenex Strata X-C polymeric cation exchange SPE plate is that it is compatible with the analytes of interest in our methods. These plates have shown very reproducible retention of amine based biomarkers including p-phenylenediamine, 2,4-toluenediamine, 2,6-toluenediamine, 1,5-naphthalenediamine, 4,4'-methylenedianiline, 1,6-hexamethylenediamine, isophoronediamine and trimethylamine -N-oxide when adjusted to low pH and yielded high percentage of spiked recovery compared to other products tested. During method development other products from different vendors were tested, however, those products failed to produce satisfactory results for the target compounds in urine matrix. Strong cation exchange based polymeric SPE plate from one vendor was tested. However the SPE plate was not physically compatible with our SPE automation system (Biotage Extrahera) and could not be used. Several other vendor items were tested however, none of those plates produced satisfactory results for the target analytes and also were not evaluated further due to the analytes recovery falling below 50%. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516 Analytical Laboratory Instruments Manufacturing with size standard of 1000 employees. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
