Description
Sources Sought Notice for Design of Circuit Breaker Testing/Replacement. This requirement is currently unfunded and this Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to a contract for any supply, service, or construction whatsoever. Furthermore, the National Institute of Standards and Technology is not at this time seeking proposals and will not accept unsolicited proposals. Recipients of this sources sought are advised that the U.S. Government will not pay for any information or administrative costs incurred as a result of this sources sought; all costs associated with this sources sought will be solely at the interested party's expense. No award will be made under this sources sought until funds are available and a solicitation is issued. The Government reserves the right to cancel this sources sought at any time. In the event the Government cancels this sources sought, the Government has no obligation to reimburse the recipient of this information for any costs. Any solicitation will be issued as a Request for Proposal (RFP) which will be 100% set aside for small business firms. In Accordance with (IAW) FAR 4.1102, System for Award Management (SAM), contractor(s) shall be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. The NAICS code is 541330, Engineering Services and the small business size standard is $15M. The procurement is entitled: Design of Circuit Breaker Testing/Replacement located on the National Institute of Standards and Technology Boulder, CO campus as follows: The contractor shall provide all labor, equipment, and materials to produce a Design of Circuit Breaker Testing/Replacement for the Building 1 spine and wings 1 & 2 of Building 1 to comply with current standards on the National Institute of Standards and Technology (NIST) site cited within the performance work statement. The work will include, but not limit to the following: The contractor shall provide drawings ONLY which provide detailed step by step instructions to test and inspect all circuit breakers for all panel boards, and switchgear per NETA MTS 2007 standards in Building 1 center spine (which include the library and auditorium), Building 1 wing 1 (including annex C and D and the IONS lab switchgear), and wing 2. The testing will consist of switchgear breakers, and panel board breakers. For switchgear breakers, ONLY, in the event testing would cause undue outage times, circuit breaker swaps with a NIST accepted rebuilt circuit breaker is allowed. For panel boards, at the determination of NIST personnel, replacement of the entire panel board, panel board internal components (busbars/circuit breakers with the original enclosure maintained) and/or circuit breaker replacement are allowed if undue outage time is be required. In addition, the contractor shall provide recommendations on the replacement of feeder and branch circuit wiring found to be hazardous. This will require removal of covers of panel boards on live equipment, therefore an electrician may be required. As part of the drawings, NEC required labels identifying the distribution point name, feeder size, calculated fault current, date of calculation, feeder source, and arc flash calculations (SKM powertools format) meeting NFPA 70E 2015 requirements shall be provided for all electrical distribution equipment (including but not limited to switchgear, panel boards, bus duct breakers, and three phase disconnects) that is identified for testing or replacement and any distribution equipment downstream of such equipment. As part of the labels, all information for such label shall be on the same sheet, even if it requires duplication of information on more than one drawing. The intent of the drawings is to provide information such that the construction contractor does not need to cross reference information found on other drawing sheets. In addition, a sequence of events that can walk a construction contractor step by step through the process, identification of off hours (weekend) work, including anticipated shutdown times is required. A one line drawing for each building is required as part of the drawing set and will be created from scratch. It is known if panel board covers will need to be removed. In addition, updated panel schedules in regards to number and size of circuit breakers, are required. The contractor shall use infinite bus calculation from the transformer serving the building for all fault and arc flash calculations. Furthermore, arc flash calculations shall be based on the equipment specified on the drawings with a note that the contractor is responsible for any recalculation cost if equipment substitutions are made. An example drawing will be provided by NIST. The contractor shall utilize the existing format. Under no circumstances shall the contractor create any new layers or new symbols unless approved by NIST. The final drawing shall have the same look and feel of the sample drawing. Any specifications shall be as notes on the drawings. Any specification for equipment shall be identified on the drawings by manufacturer and part number. In addition to the drawings, the contractor shall provide a separate cost opinion for the circuit breaker service for each building. This cost opinion shall identify all assumptions and sources for the cost estimate. Drawings shall be prepared using AutoCAD, and files shall be compatible with AutoCAD 2015. Arc Flash calculations shall be performed using SKM powertools format as part of this project. IEEE 1584 limited energy clause is allowed. Work is to be completed IAW the Statement of Work (SOW) and contract drawings. Any amendments issued to this sources sought will only be available on the FBO website ( www.fbo.gov ). Offerors are advised that they are responsible for obtaining all amendments. Note: No hard copy documents will be available. All project information is available free of charge on the www.fbo.gov website. Completion time is approximately 120 calendar days after receipt of Notice to Proceed (NTP). Note: No offeror's mailing lists are maintained with the Contracting Officer. IAW FAR 36.204, Disclosure of the Magnitude of Construction Projects, the amount for this project is between $25,000.00 and $100,000.00. Mountain Standard Time. No telephone calls will be returned. The issuance of a solicitation will be determined if funding becomes available for this project. A pre-proposal meeting / walkthrough will be scheduled and listed in the solicitation. Attendance is not mandatory, but is strongly encouraged. In accordance with FAR 36.209 Construction contracts with architect-engineer firms. No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.
