Description
Marine Corps Tactical Systems Support Activity (MCTSSA), Marine Corps Base, Camp Pendleton, CA is conducting market research to identify qualified sources capable of providing dive support for the Amphibious Vehicle Test Branch (AVTB). AVTB is a test facility of the Marine Corps and supports the development and acquisition of amphibious and combat vehicles year-round. AVTB provides decision makers timely and accurate information regarding the effectiveness and suitability of the vehicle platforms under test. The details of the effort are as follows: 1. Provide a three-man Occupational Safety and Health Administration (OSHA) compliant surface-supplied dive team to assist in the potential surface or sub-surface rescue down for AVTB Marine Corps Tactical Systems Support Activity (MCTSSA), Marine Corps Base, Camp Pendleton, CA is conducting market research to identify qualified sources capable of providing dive support for the Amphibious Vehicle Test Branch (AVTB). AVTB is a test facility of the Marine Corps and supports the development and acquisition of amphibious and combat vehicles year-round. AVTB provides decision makers timely and accurate information regarding the effectiveness and suitability of the vehicle platforms under test. The details of the effort are as follows: 1. Provide a three-man Occupational Safety and Health Administration (OSHA) compliant surface-supplied dive team to assist in the potential surface or sub-surface rescue down for AVTB Emergency dive support tasks shall include: a. Emergency Rescue: Provide surface and/or sub-surface rescue of a vehicle crew down to a 90-foot depth; b. Underwater Cutting Equipment: Provide underwater equipment to either cut or burn through 2519 aluminum hatch handles or hinges approximately three inches thick; c. Wave Buoy Inspection: Inspect AVTB's Datawell wave buoy located approximately one mile off the coast of Camp Pendleton in 60 feet of water; d. Conduct underwater inspection of Hydrodynamic Test Rig (HTR) appendages during and after reconfigurations from transition mode to water mode, and from water mode; e. Provide Dive Management Plan (DMP). 2. Projected Dive Support per year is 2400 hours. Hours of operation are based on an eight hour day, regardless of the start time. Standard hours are 0730-1630 (90 percent of the time). Non-standard hours occur from 1630-2359 (10 percent of the time), depending on test schedules. Place of Performance is the Amphibious Vehicle Test Branch and open ocean waters off the coast of Marine Corps Base, Camp Pendleton, CA 92055. REQUESTED INFORMATION Interested vendors are requested to provide a response that includes the following information: 1. Specific Experience with providing dive support down to a 90 foot depth 2. Past performance information that includes Department of Defense dive support contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; 3. Company business size and socioeconomic status; and 4. A statement of capability regarding providing employees with the required top security clearances. The Government will not return submitted information. Responses must not contain classified information, and vendors should appropriately identify proprietary information. The Government may use any proprietary information to establish requirements, but will safeguard specific offeror information as proprietary.
