DSS Theradoc Infectious Disease Analysis & Monitoring Software Brand Name or Equal NAICS Code: 541519 Solicitation Number: VA-263-17-Q-0727 Notice Type: Sources Sought This is a Sources Sought only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of DSS Theradoc Infectious Disease Analysis & Monitoring Software brand name or equal as indicated below at the Minneapolis VA Health Care System (MVAHCS) located at One Veterans Drive Minneapolis, MN 55417. To assist interested parties, a brief/general description (not all inclusive) is provided below: The Minneapolis VA Health Care System, located at One Veterans Drive Minneapolis, MN 55417, has a requirement for DSS Theradoc Infectious Disease Analysis & Monitoring Software brand name or equal. GREY MARKET ITEMS:   The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or "grey market" items. All items must be covered by the manufacturer's warranty.   The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer.   Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Specifications Minneapolis VA Infectious Disease Analysis & Monitoring Software This system will enable the VA real time reporting of healthcare related events and information regarding patients. This will use extract information from Vista to pull information from ADT, LAB, Microbiology, Surgery, Inpatient Pharmacy, Radiology, Bar Code Medication Administration, and Out Patient Pharmacy. Using a browser based access platform it will allow for access to information in real time across the Minneapolis VA. Other modules allow for tracking of clinical alerts, adverse drug events, patient flags, infection prevention, multi-drug resistant organism management and data reports/mining. This will allow for an increase in patient safety and care, surveillance of resistant organisms and outbreaks within the hospital and improve the MVAHCS antimicrobial stewardship. Having a more robust system in place to promote antimicrobial stewardship will minimize inappropriate antibiotic selection, maximize appropriate selection of antibiotics, decrease antimicrobial costs, allow monitoring and enhancement of antimicrobial prescription, and better utilization of facility specific antibiograms. The following Healthcare-Associated Infection and Influenza Surveillance System to be added to MVAHCS shall meet the following requirements for operation: Requirement Description Real time Vista Integration The system must be able to pull data from VistA to use in reporting in real time. TRM Approved The system and all its parts must be approved under the Technical Reference Model. Web based application The interface must be able to be accessed through a web browser for easier access across the Minneapolis VA. Ability to pull relevant information The system must be able to pull information from the following systems from VistA: ADT LAB Microbiology Surgery Inpatient Pharmacy Radiology Bar Code Medication Administration Out Patient Pharmacy Includes Necessary Modules Modules the must be included are Infection prevention Ability to document, survey and report infections at the facility Pharmacy should have the following options Chart review Allergy clarification Medication renewal Dose optimization Medication reconciliation Alerts Ability to set custom alerts based on patient events, results or criteria Ability to send alert through email or pager Ability to flag patients with different identifiers Virtual Server Compatibility All servers included within this system must be able to be run as a virtual server as long as the minimum specs for hosting machine are met. This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for quote (RFQ). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist.
