- Description
- The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of the Picatinny Arsenal Police Department (PAPD) intends to solicit, negotiate, and award a new Sole Source Firm Fixed Price (FFP) Contract with Verizon on or before 30 August 2017. Service on the current 56K frame relay will be discontinued. The requirement is for a 10MB Ethernet Multi-point Service (EMS) - Standard Access Line. The PAPD requires a Contractor to provide data point to point circuits. The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design needed to perform and provide local access and transport services to designated demarcation point and destinations. These services shall be limited to official Government services and shall not include any unofficial services such as residential or business services for non-Government entities or contractors. The PAPD requires continued access to the National Crime Information System (NCIC). All PAPD law enforcement applications (i.e. 911, INFOCOP, INFOCORP and License Plate Readers) are provided by the New Jersey State Police. Verizon is the only authorized carrier for New Jersey due to the fact that it must be a closed network because it runs NCIC. All Law Enforcement Agencies in the state, including the regional INFOCOP network are supported by the proprietary Verizon network. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement however, parties interested in responding to this notice shall submit technical data no later than 07 June 2017.
