- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Salient Characteristics C.1 OBJECTIVE C.1.1 The Contractor shall provide one (1) high precision scale based on the Government's minimum requirements as stated in sections C.2 and C.3. C.2 REQUIREMENTS The Government requires quantity (qty.) one (1) high precision scale. The Contractor shall ensure that the precision scale meets the following minimum requirements: Analytical Balance System must be capable of measuring small masses of 60 g or more, with 0.01 mg resolution •o System linearity must be 0.1 mg or better for small mass measurements. •o System stabilization time must be 5.0 s or less for small mass measurements. System must be capable of measuring larger masses of 200 g or more, with 0.1 mg resolution •o System linearity must be 0.2 mg or better for larger mass measurements •o System stabilization time must be 2.5 s or less for larger mass measurements System must meet US Pharmacopeia Chapter 41 standards for: •o optimal operating range (820 x fine-scale interval or better to maximum capacity) •o repeatability (2 x standard deviation/nominal weight = 0.10 % or less) •o accuracy (measurement uncertainty = 0.10 % or less) System must have an automatic procedure to tare the analytical balance. System must have a fully-automatic time and temperature-controlled internal calibration process. System must have an internal calibration audit trail that logs all adjustment procedures •o System audit log must be exportable to ASCII as well as spreadsheet compatible files System must have mechanism for leveling the analytical balance. •o System must have an automatic process to test/monitor leveling, with a visible alarm System must include a removable draft/electrostatic shield System weighing chamber height must be 200 mm or taller System weighing pan must have a diameter of 80 mm or larger System must have a USB-interface for efficient transfer of calibration files and other weighing data System power requirements: 100 - 240 VAC at 50/60 Hz System must have a color touch-screen display with graphical user interface System must be easy to clean and maintain Documentation System must include two (2) hard-copies and one (1) soft-copy of all equipment manuals. Warranty Contractor shall provide a full warranty of the analytical balance for three (3) years, beginning on the first day after post-installation acceptance by the Government TPOC. The warranty must include an annual preventative maintenance visit, the replacement of all defective parts at no additional cost to the Government, and a response time of forty-eight (48) hours from the time the Government contacts the Contractor with a request for service to diagnose and propose a plan to repair the high precision scale.
