- The purpose of this amendment is to answer vendor questions and replace in its entirety, the SLA Clause found on Attachment C, Solicitation Clauses. Vendors are responsible for all amendments when completing their quotes. The revised SLA Clause is provided in Attachment A. Questions and Answers are listed below. QUESTION: Are there any forthcoming unrestricted procurements for VSM requirements or do these restricted procurements (RFQs VA119-17-Q-0131 and VA119-17-Q-133) represent the VA s strategy for procuring all its VSM requirements? ANSWER: These two solicitations (RFQs VA119-17-Q-0131 and VA119-17-Q-133) are only for the procurement of the Brands specifically identified, and don t limit VA's hospitals that have adopted other brands for the same reason from purchasing those brands. Thus, these solicitations/procurements do not replace the VA s requirement for other VSM s/brands, and does not represent all of the VA s VSM requirements. QUESTION: What long term steps the VA intends to take to avoid the need to procure VSMs on a restricted basis in the future? As these are proposed 3 year procurements it appears that there are no current plans to open these requirements for at least three years. That is certainly a considerable amount of time. ANSWER: These two solicitations are only for the procurement of the Brands specifically identified and for a three years to achieve larger discounts, while not issuing it for a full five years as the VA to re-evaluate all VA requirements and conduct market research to determine the market conditions at that time. QUESTION: I note that the two J&As (RFQs VA119-17-Q-0131 and VA119-17-Q-133) posted on FBO were not signed. It would be helpful to confirm that the J&As have in fact been signed. I attach copies of the J&As posted for each procurement. ANSWER: Both J&As were approved prior to solicitation. The posted J&As are redacted of signatures.
