- Page 1 of 1 The Department of Veterans Affairs, Network Contracting Office 6, Hunter Holmes McGuire VA Medical Center, Richmond, VA,IAW FAR Part 12, FAR Part 13, and specifically FAR 13.106-1(b)(1) procedures, intends to negotiate on a sole source basis with Terumo Cardiovascular System, 6200 Jackson Rd. Ann Arbor, MI 48103 (DUNS: 177655466). The proposed sole source purchase order is for a heart monitor w/ arterial, venous, HCT and calibration for use. The NAICS code for this contract action is 334510 (Electro-medical and Electro-therapeutic Apparatus Manufacturing (SBA Size Standard: 1250 employees) this action will result in a Firm Fixed Price purchase. Terumo Cardiovascular System is the original equipment manufacturer. The company does not have an authorized distribution network for this system and calibration services for this blood monitor. The calibration service is available through the manufacturer qualified sell reps. The rule of Two cannot be met for this requirement and no alternative sources are available. The VHA Procurement Manual prohibits the use of gray market equipment in medical facilities, including the use of unauthorized refurbished and reverse-engineered parts. It is not a solicitation or request for offers; however, any responsible source that believes it is capable of meeting this requirement may express their interest by providing a capabilities statement NLT 17 May 2017 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Verbal responses are not acceptable and will not be considered.
