FBO.GOV SOURCES SOUGHT ANNOUNCEMENT Historical Preservation Plan for the Edward T. Gignoux Courthouse at 156 Federal St, Portland, ME 04101 General Services Administration, Region 1 THIS IS A SOURCES SOUGHT AND NOT A REQUEST FOR PROPOSAL for a historical preservation plan for the Gignoux Courthouse in Portland, ME. Responses shall be used for planning purposes only and shall not commit the GSA to issue a solicitation for this requirement. It is anticipated that a solicitation based on the outcome of this market survey will be published and that a subsequent contract from the solicitation will be awarded. The General Services Administration (GSA), New England Region, Acquisition Management Division Capital Program is conducting a market survey seeking qualified sources to provide a historical preservation plan for the Gignoux Courthouse in order to determine if there is adequate competition among qualified Small Businesses. If it is determined that adequate competition exists, GSA may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned or Service Disabled Veteran Owned contractors should respond to with a positive capability statement and all required attachments to this announcement. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research. The Building Preservation Plan (BPP) program was developed to ensure that the material and cultural values of the U.S. General Services Administration's historic buildings are correctly documented, understood and treated. BACKGROUND: Currently GSA Region 1 is considering possible modifications to the existing entrances, circulation, program spaces, and systems for the Edward T. Gignoux Courthouse, which is listed in the National Register of Historic Places. Prior to implementing any modifications to the building GSA requires a BPP to understand the scope and priority of historically significant areas and features of the Edward T. Gignoux Courthouse in order preserve its historic fabric. PROJECT SCOPE: This project covers all services necessary for the preparation of a BPP, utilizing the new web-based electronic format. The principal goal of the plan is to develop interior and exterior zones to guide preservation treatment levels. Additional goals include the documentation of building history, original construction, and current material conditions. The BPP shall be comprised of three parts with each providing a sound basis for the next. 1.History and Documentation: Devoted to the identification of the historic building, including general building information, real estate profile, history, including design and construction, and a description of the building as originally built. This portion of the work may reference the January 1990 Historic Structures Report by Ann Beha Associates. 2.Building Analysis: Focuses on establishing architectural significance and level of integrity retained. The information collected includes survey of building exterior, including courtyards, and interior spaces and elements. Types of materials present, and their condition, are noted. In addition, building systems, including mechanical, electrical, life safety are noted, as is the level of compliance with applicable codes. 3.Recommended Treatment: Based upon the information collected in the previous two parts, which establishes the significance and current condition of the building, this part formulates the preservation zoning of the building, and provides recommended treatments for the repair, restoration and maintenance of the building's exterior and interior spaces and elements. In addition to the three areas of information described above, the BPP shall feature an image library consisting of historical photographs, current condition photographs, and digital images of existing plans for original construction as well as subsequent alteration projects. PROJECT SCHEDULE: Anticipated period of performance to start in June 2017 and end 2019 WHO SHOULD RESPOND: All certified businesses to include: Large Business, Small Business, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned (VOSB), Service Disabled Veteran-Owned (SDVOSB), and other certified small businesses are encouraged to respond. This office anticipates award of a contract for these services in Spring 2017. The NAICS code is 541620 Environmental Consulting Services, Small Business Size: $15,000,000 annual receipts. HOW TO RESPOND: All interested businesses are required to provide a brief Statement of Capabilities (no more than 5 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the requested services. Commercial brochures or current marketing material may also be submitted. Pages in excess of the first 5 pages for the Capability Statement will not be considered.
