- Space Weather Forward Observatory Ground System: Request For Information (RFI) This is a request for information for market research purposes. Please see attachment for additional information and instructions. In FY 2018 NOAA will, subject to appropriations, initiate acquisition of the Space Weather Forward Observatory (SWFO) satellites to ensure the continuity of solar wind data and coronal mass ejection (CME) imagery, the National Weather Service's (NWS) highest priority space weather observations. New sources for solar wind data are required to replace the DSCOVR satellite, whose mission design life ends in 2020, and to replace the CME imagery capability currently onboard NASA's aging research satellite, Solar and Heliospheric Observatory (SOHO). Both systems are stationed at L1 as is planned for the SWFO satellites. NOAA's long term plans are to provide continuity of solar wind data and CME imagery with the Space Weather Forward Observatory (SWFO) Program in the 2022-2032 timeframe. It would be desirable for the ground segment to be available in 2020 to support testing and space weather operations. Solar wind data are the sole input for short-term warnings (15-45 minutes) of geomagnetic storms. These warnings are critical for the protection of earthbound infrastructures and timing is critical. CME images are the sole model input for the 1-4 day warning of geomagnetic storm conditions. The ground architecture is required to provide near real-time collection and distribution of direct broadcast data from the SWFO satellite(s) on a 24/7 operational basis. The requirements of expanded real-time communications for SWFO from assets at L1 beyond the present NOAA single sector (North American) to a global access capabilities. This RFI is investigating unique and present capabilities of near term options, including commercial.
