- This Request for Quotation (RFQ) is for a requirement to support the Communications- Electronics Command (CECOM) at Aberdeen Proving Ground (APG), Maryland (MD). The Government's intent is to award this requirement to a CHESS ITES-3H IDIQ contract holder under a firm fixed price delivery order. This procurement is for Video Tele-Communication (VTC) hardware with software and professional installation services (only part of the purchase for the CISCO SX80 codec will be brand name only of CISCO and must be purchased from an authorized re-seller) to upgrade/replace the equipment which is end-of-life in Building 6001 Room Cl-131 in Aberdeen Proving Ground, Maryland, 21005. The new equipment will support the CECOM Executive Offices and the CECOM G8 organization. Please see the attached Statement of Work for full details. Contractor shall specify delivery estimate after receipt of order, unit prices, extended prices, and commercial warranties with quote submissions. Partial quotes will NOT be evaluated by the Government. All equipment WITHOUT EXCEPTION must be new and any manufacturers' warranty information must be included. All submissions must be TAA-Compliant, and any open market item must be clearly annotated on the quotation. All shipping estimated must be rounded into unit price and shall not be priced on a separate line item. Final shipping information will be included in the issued delivery order. Shipments will be made FOB Destination to Aberdeen Proving Ground, MD. SITE VISIT: A site visit is scheduled for Wednesday, 10 May 2017 at 9:00AM EST. If you plan to attend the site visit, please submit your name and contact information to Ms. Toni Foster, toni.m.foster.civ@mail.mil, NLT 1:00PM ET Tuesday, 9 May 2017. Directions and instructions to access the facility will be provided upon receipt of intent to attend. No more than two (2) representatives per company shall be allowed on the site visit. It is the Offeror's responsibility to plan to arrive early enough to process through the APG Area Visitor Center and arrive at the site NLT 9:00AM. It is highly recommended that the Offeror should visit the site and take such steps as may be necessary to ascertain the nature and location of the work and the general and local conditions that may affect the work or cost thereof. THE SITE VISIT IS NOT MANDATORY and failure to attend will not disqualify the Offeror from competition. Failure to attend will not relieve the Offeror from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understating or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quote (RFQ), the specifications or related documents. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. The order will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. The technical evaluation will be a determination based on information furnished by the vendor. Contractor quotes shall specifically address each requirement listed on this document and in the Requirements List. The Government is not responsible for locating or securing any information which is not identified within the offer. The Government reserves the right to make an award without discussions. Questions must be submitted and received no later than 1:00p.m. Eastern Time on Monday, 15 May 2017 via email at toni.m.foster.civ@mail.mil. Quotations must be submitted and received no later than 1:00 p.m. Eastern Time on Friday, 19 May 2017 in the CHESS RFQ tool as well as by email to the Purchasing Agent, Toni Foster, at toni.m.foster.civ@mail.mil. Late submissions will not be evaluated. EXEMPTION CERTIFICATE FROM MARYLAND RETAIL SALES AND USE TAX (OCT 2012) ACC-APG 5152.229-4900 Exemption Certificate No. 30005004 covers exemption from Maryland Retail Sales and Use Tax.
