- Description
- The Department of Veterans Affairs, Loma Linda VA Medical Center intends to sole source, pursuant to FAR 6.302-1, with Mixingale Group Inc. to develop analytic models to predict and explain the supervision of residents providing care to veterans at VA medical centers. The contractor statistician will prepare software, run analyses, estimate values, test statistics, conduct computation analyses, and report results for dissemination. Mixangle will derive, check for consistency, and test for specification using a range of generalized specification tests, including those derived from log eigenspectrums and GAIC. Mixinagle will also assess the performance of these tests on study databases and provide all mathematical formulas and theoretical results to develop, estimate, assess performance of all BAM models, including review of all exhaustive and stochastic assessments, model specification analyses, multicollinearity of the data, and k-folk cross validation, as applied to study data. In addition, contractor will be available to contribute to all reports, including manuscripts for publication and presentations at national meetings. Mixingale developed ½ billion lines of software that are only available through this one company. Mixingale invented this software and this is the only known software already developed with these capabilities. Alternative sources would be required to construct such software, test it, and run simulation experimentations before being prepared to perform duties requested herein, at substantial cost and time delays that would impede study progress. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, May 12th, 12:00, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
