Description
This is a sources sought announcement. This announcement is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide the overhaul/upgrade of the following item: NOMENCLATURE: Power Turbine Module INPUT NSN: 2840-01-286-1909; 2840-01-503-1700 OUTPUT NSN: 2840-01-503-1700 INPUT P/N: 6071T26G01; 6071T26G02 OUTPUT P/N: 6071T26G02 ESTIMATED QUANTITY RANGE: Minimum 25 each - Maximum 480 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 80 each) The applicable North American Industry Classification System (NAICS) code is 336412 and the size standard is 1,500 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company name, Point of Contacts (POCs) to include name, position, office, and mobile telephone numbers and email address. The Actuator IS a Critical Safety Item (CSI) and as such requires overhaul/upgrade from an approved source(s) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 209.270-3, Qualification Requirements which implements the quality control provisions of aviation critical safety items as stated in Public Law 108-136, dated November 2003. The statute requires that, "the head of the contracting activity for an aviation or ship critical safety item enter into a contract for the procurement, modification, repair, or overhaul of such item only with a source approved by the design control activity". Currently the only known approved source(s) for the overhaul/upgrade of the Power Turbine Module are GE Engine Services (CAGE Code 24113), Vector Aerospace (CAGE Code 3AH19), and BET Shemesh Engines Inc. (CAGE Code S0204). Depot Maintenance Work Requirement (DMWR) 1-2840-248-1/- 2/-3/-4 and applicable Maintenance Engineering Orders (MEOs) are available for this effort. Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. This announcement does not constitute a RFP. A synopsis will be issued at a later date for this requirement. Requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
