Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation VA246-17-Q-0936 is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. Written documentation will not be issued for this quote. The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. It is the contractor s responsibility to be familiar with applicable clauses and provisions. This requirement is a 100% SDVOSB set-aside and only qualified offerors may submit bids. Vendors must be verified in VIP (https://vip.vetbiz.gov).The associated North American Industrial Classification System (NAICS) code for this procurement is 337127 with a small business size standard of 500 employees. The date of delivery and installation shall be no later than 6/3/2017 to the Salisbury VAMC, 1601 Brenner Ave, Salisbury, NC 28144. The provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The Government will award a firm fixed-priced contract to the responsible offeror who is the lowest priced and represents the best value for the government. Work to be performed after hours only. 1.0 1.0 1.0 1.0 LT LT LT JB GRAND TOTAL DELIVERY AND INSTALLATION: ON OR BEFORE 6/3/2017 STATEMENT OF WORK Description: The Salisbury VAMC requests acquisition of commercial grade metal lockers and the removal of existing Penco lockers. In addition to providing product that meets the government s requirements, field measurements, product application and installation drawings, specifications, receiving, installation, debris removal, and project coordination will be required of the selected vendor. A site visit may be required. Site visits shall be completed prior to May 19, 2017. Salient Characteristics: The furnishings will fall into the following categories which must meet the following features: Penco Vanguard standard duty knock-down lockers (BRAND NAME OR EQUAL TO) GENERAL: 2-tier standard duty lockers with sloped tops, recessed hasp, and number tag. Locker dimensions must be: 15 wide, 18 deep, and 72 high. Lockers must fit into the existing infrastructural concrete that was formed to the original lockers (Penco lockers). Color finish: Penco Slate Blue 826 or exact match. Must meet Americans with Disabilities Act accessibility guidelines. Lockers must be square, rigid, without warp, with metal faces flat and free of distortion. Lockers should be fabricated on the unit principle, each locker with individual door and frame, individual top, bottom, back, and shelves, with common intermediate divisions separating compartments. Lockers must be finished with an enamel powder coat paint finish electrostatically applied and properly cured to manufacturer s specifications for optimum performance. Finishes containing volatile organic compounds and subject to off-gassing are not acceptable. Locker exterior and interior shall be painted the same color. All dimensions and arrangements must be verified before fabrication. MATERIALS: Steel: Prime grade mild cold-rolled sheet steel free from surface imperfection, capable of taking a high-grade enamel finish and in compliance with ASTM A1008. Steel: Sheet steel components shall be fabricated using zinc-coated steel free from surface imperfection, capable of taking a high-grade enamel finish and in compliance with ASTM A879. Hooks: Zinc plated forged steel, ball ends. Bolts and Nuts: Zinc plated truss fin head bolts and hex nuts. Tops, Bottoms, Backs, Sides, and Shelves must be constructed of 24 gauge sheet steel. Doors must be constructed of one-piece 16 gauge sheet steel. Center partitions must be of 24 gauge steel and cover the full depth of the locker. Closed bases must be 18 gauge steel, finished to match lockers. Continuous sloped hoods must be 24 gauge steel, finished to match lockers. Finished end panels should be 16 gauge steel. Front fillers should be 20 gauge steel. Recess trim should be 18 gauge steel. CONSTRUCTION: The locker body steel should be specially formed for added strength and rigidity and to ensure tight joints at fastening points. Tops and bottoms should be constructed with three sides formed 90 degrees, the front offset formed to be flush with horizontal frame member. Shelves with four sides should be formed to 90 degrees, front edge having a second bend. Door frame members should be formed to a channel shape and not less than 16 gauge steel. Vertical door frame members should have additional 3/8 flange for a continuous door strike. Hole spacing in locker body construction should not exceed 9 inches. The lockers should be joined in a mortise and tenon fashion and electrically welded for strength. All cross frame members and channel shapes must be welded to vertical frame members for additional rigidity. Multi-point latch must be constructed with a full channel formation of adequate depth to fully conceal lock bar on lock side, channel formation on hinge side, and right angle formations across top and bottom. Front fillers should be formed in an angle shape with slip joint angles formed in an angle shape with double bend on one leg forming a pocket to provide adjustable mating with angle filler. SPECIFICATIONS: Must have two latch points. Holes must be provided for attaching number plates. Provide louvers in doors in manufacturer s standard louver pattern for ventilation. 36 high doors must get a group of 3 louvers and a group of 6 louvers. All doors must receive two 2 high five-knuckle hinges. Hinges must be 2 high, 0.074 thick sheet steel, double spun, full loop, tight pin, projection welded to door frame and securely fastened to the door with two steel rivets. Door handles must be chrome-plated zinc alloy die-cast with 40,000 maximum tensile strength. Attachment to latch bar must be concealed inside door and fully tamperproof. Door should open in one motion, pulling handle out shall move latch bar up and open door. Padlock eye must be compatible with 9/32 diameter padlock. It must be integral with the handle and located so that the extension of the handle forms the padlock strike. Provide lock hole cover plate for use with padlocks. Latch clip should be glass-filled nylon for strength and durability. Locking system must be positive and automatic meaning the locker may be locked when opening but can be closed without unlocking. Rubber silencers required in frame at each latch hook. Locker bottom should be a minimum of 9 off the floor. Each locker must have a number plate of polished aluminum with black numeral no less than 3/8 high. Number plate must be attached with two aluminum rivets. Sloped hood rise should be equal to 1/3 the locker depth. Finished ends panels and front fillers should be attached with concealed fasteners. Recess trim should have a 3 inch face dimension with vertical or horizontal orientation and attached to lockers with concealed clips. Powder coat dry thickness should be 1 to 1.2 mils. INSTALLATION: Work is to be performed by experienced crews with a foreman of at least one year experience on site at all times. Crews are to carry identification and to wear an identifying shirt, badge, or cap of the company while on site. Crews are to adhere to all VA regulations for contractors. Profanity, fighting, drinking, and drugs are cause for removal from the job. Existing lockers will need to be uninstalled. Do not begin installation until substrates and bases have been properly prepared. Product is to be received and inspected at time of delivery by the vendor. The VA will not receive trucks, provide equipment of any sort, or unload product. Product is to be leveled and receive a final wipe down by the installation crew. All accessories and tool rails shall be installed with task lights plugged in and tested. All packaging shall be removed to the vendors location or disposal site and floors left clean after removal. Install metal lockers and accessories at locations shown in accordance with manufacturer's instructions. Install lockers plumb, level, and square. Anchor lockers to floor and wall at 48 inches (1.219 m) or less, as recommended by the manufacturer. Adjust doors and latches to operate without binding. Verify that latches are operating satisfactorily. Touch-up with factory-supplied paint and repair or replace damaged products before substantial completion. Warranty: Limited Lifetime Delivery Dates: This requirement shall be installed in a single phase beginning as early as 5/15/17 after normal working hours. The vendor is required to schedule and meet all trucks for receiving of product. Scheduling will be done a minimum of 48 hours in advance with the VA Interior Designer. The VA will NOT receive or unload trucks.
