Department of Veterans Affairs Veterans Health Administration VA701-17-N-0131 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE The Program Contracting Activity Central (PCAC) Office of Performance Measurement intends to award, on a sole-source basis, a fixed price purchase order to National Committee for Quality Assurance (NCQA) 1100 13th St. NW Suite 1000 Washington D.C. 20005 under the Authority of FAR 13.106-1(b)(1). NCQA will provide Quality Compass Commercial, Medicaid, Medicare with Data Exporter tool for custom reports of health plans, measures and benchmarks for 2016 and up to three trended years which includes Healthcare Effectiveness Data and Information (HEDIS) use for the comparison of performance on quality measure for the Veterans Health Administration (VHA). This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government Responses to this notice are due on or before Monday May 1, 2017 at 2:00PM Eastern Local Time by email to Laurie.Walker@va.gov and Lamonte.Jones@va.gov.
