Description
Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office is issuing this Sources Sought Synopsis as a means of conducting market research to identifying parties having an interest in and the resources to support the National Defense University for the procurement of the administration of the Golden Personality Profiler instrument. It is a proprietary self-assessment instrument designed to help individuals to understand their unique personalities, develop their interpersonal skills, improve their communication, and create better personal and professional relationships. The Golden Personality Instrument is used to provide individual assessment and development feedback to approximately 550 students at the Eisenhower School and National War College as part of the Executive Assessment and Development Program. The Golden Personality Type Profiler © deals specifically with preferences and the strength of preferences and it is an integral part of the Executive Assessment and Development Program (EADP) used at the Eisenhower School and the National War College for the professional development of approximately 550 students. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 511210. Award of the resultant Delivery Order is anticipated on or before 1 August 2017 through 12 months thereafter with 4 subsequent one-year option periods to extend the term of the contract through 31 July 2022 if all options are exercised. 1.0 REQUIRED OUTCOMES: 550 leadership reports are generated internally at NDU annually for NDU students. This equates to 2,750 reports generated over the life of the entire contract. 2.0 PERIOD OF PERFORMANCE: The period of performance (PoP) for this contract is a one base year August 1, 2017 to July 31, 2018; with four option years. 3.0 DELIVERY ORDER EXECUTION: Initial execution will pre-purchase rights to score and generate reports for 550 Golden Personality Instruments. 4.0 CONTRACT CHARACTERIZATION: This is a Firm Fixed Price purchase order 5.0 REQUIREMENTS. 5.1 Content Standards. The Contractor shall provide proprietary licensing to allow NDU to score the instruments and generate internal reports. 6.0 DELIVERABLES: The Contractor shall provide the following deliverables in accordance with the schedule provided. 6.1 Client Reports. The contractor shall provide electronic formatted reports, print ready for each client. 6.2 Interim Program Review (IPR) The Contractor shall provide date unit use and report completion rates when requested. 6.3 Deliverables Summary Deliverable due to Government Client Report - 3 Days after data input Interim Program Reviews - As requested by government.
