- This pre-solicitation notice is to inform that the Stratton VA Medical Center, Albany, New York will be posting a solicitation on or about the May 12, 2017 for the Replacement of Air Handler Units (AHU s) on 3B, Project No. 528A8-17-848. The Stratton VA Medical Center has a need to replace two (2) Air Handlers in 3B Microbiology. Demolition of two air handling units located in third floor mechanical room. Install two new air handlers in the same footprint as the existing units. One of the air handling units must remain operational at all times. The units are currently supplied with steam preheat and reheat coils and a chilled water coil. Steam humidification is also present in the units. The existing control system is pneumatic and shall be replaced as part of the project. Contractor should refer to contract documents including drawings and specifications for a complete and detailed description & requirements of work to be performed. In addition, the contractor is responsible for providing all necessary supervision, labor, materials, and equipment necessary to complete the work. Scope of Services: a. Demo and install two air handlers within the specified room. Only one AHU shall be demolished at a time. The second unit shall remain operational until the first newly installed AHU has been installed and placed in operation. i. A new AHU for a 3rd floor area currently under construction is located adjacent to the two units to be replaced. This unit shall be used to provide supplemental air to supplant the supply from the existing unit undergoing replacement. The contractor shall be responsible for arranging the ductwork connections to allow the new unit to provide the temporary supply air while each of the old existing units are being replaced. ii. The new AHU s are to have face and bypass dampers on the preheat coils with a section for the final system filters integral to the unit. A mechanical schedule for the capacity of the existing units shall be provided for sizing purposes. The new units shall be sized to provide 10% more capacity than the existing units. iii. Only one of the existing units was supplied with a VFD drive. The new AHU s shall each be supplied with a VFD drive. iv. Some ductwork shall be required to ensure a proper fit to new AHU s. Reuse of all ductwork is permissible with the exception of the overhead final filter section located immediately after the discharge supply opening of the AHU. This section shall be removed and replaced with conventional ductwork. b. Install heat exchanger (HX) to convert existing high pressure steam into hot water. Remove the existing HX that is used to supply heating water to VAV reheats in the lab, and incorporate the VAV load into a single HX that is used to provide heating water to the new AHU s. The contractor shall be responsible for removing all existing piping associated with the current steam system that will no longer be needed. i. Replace the current VAV pumps and all associated piping with new pumps. Add new pumps with an integral VFD drive to the new hot water loop serving the new AHU preheat and reheat coils. Provide a runaround loop and pump for each preheat coil. ii. Provide insulation according to attached VA specification for all piping installed in the project. Provide new insulation in place of all damaged or degraded insulation associated with the existing system. c. Replace the existing pneumatic controls in the space with a new DDC system that is tied into one of the two existing building automation systems. i. The contractor shall be responsible for the tie in of the control system to the Building Automation System. This includes the building of all graphics on the main control system located in the HVAC Shop. ii. Provide a two separate temperature monitoring devices (one for each AHU) located within the lab to provide feedback for modulating the discharge air temperature of each AHU. iii. Provide pressure measuring stations in the corridor directly outside the lab and another inside the lab to measure differential pressure in the space. Provide control logic within the operating sequence of the AHU s to ensure that the lab maintains the required negative pressure to the hallway. This procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses. The NAICS code is 238220. The small business standard is $15 M. The cost range is $100,000 and $250,000. Information regarding the one and only site visit scheduled will be stated in the Solicitation. A 20% Bid Bond must be submitted with the bid. Performance and Payment bonds will be required.
