- DRAFT Workboat Large Specification The Naval Sea Systems Command (NAVSEA), on behalf of the Support Ships, Boats and Craft Program Office (PMS 325), intends to issue a total small business set-aside competitive Request for Proposal (RFP) in the May-June 2017 timeframe for the procurement of up to 26 Workboat Large boats via award of a single-award Indefinite Delivery Indefinite Quantity contract. This pre-solicitation synopsis, to include a DRAFT Specification, is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. Reviewers should be aware that the DRAFT Specification does not include all sections and attachments that will be part of the final document. When/if the Government issues a final RFP, to include the final Specification, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this DRAFT Specification. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions received for this DRAFT Specification will be treated as public information and may be released on FEDBIZOPS. Background: Commander, Navy Installations Command (CNIC) has overall shore installation management responsibility in support of naval operations. The mission of the CNIC Workboat Large is to provide naval shore installations with capability to meet various port operations and barrier tending requirements. This includes the ability to safely assist barges, submarines, and other naval vessels, open and close security barriers, and to tow/push floating port operations support equipment. In order to meet these objectives, the boat must include propulsion equipment that is optimized for bollard pull, be highly maneuverable, and include a Cabin that is climate controlled and that provides shelter for the operators from extreme weather. CNIC boats are centrally procured via the US Navy Boat and Craft Program Office, PEO SHIPS (PMS 325G). This procurement is for up to 26 Work Boat Larges over the next five (5) years. Additional Information: Interested sources may e-mail the points of contact identified in this synopsis to express said interest. The Government will consider all comments received on this pre-solicitation synopsis, to include the DRAFT Specification. The Government does not commit to providing a response to any comment or question. The subsequent revision to any Specification based on comments received remains solely at the Government's discretion. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis. Any comments and/or questions regarding this pre-solicitation synopsis, to include the DRAFT Specification, must be submitted to the Contracting Officer, Derek Sopp, via email at derek.sopp@navy.mil, and Contract Specialist, Ebone Neal, via email at ebone.m.neal@navy.mil. No telephone inquiries will be accepted and request for a hard copy of the DRAFT Specification will not be honored. The final RFP, to include the final Specification and other relevant attachments, will be issued electronically.
