Description
National Security Technologies (NSTec) has, in conjunction with the United States Special Operations Command (USSOCOM) developed and is providing courses of instruction that train Special Operations Forces (SOF) Cryptologic personnel in advanced techniques for collection, network characterization, and analysis across the Radio Frequency Spectrum for the purpose of supporting Find, Fix, Finish, Exploit, Analyze and Disseminate (F3EAD). NSTec is seeking vendors who can provide USSOCOM training initiatives with subject matter experts (SME) to deveop, teach, and assist with implementation of a program of instruction (POI) for training SOF Cryptologic operators on advanced tactics, techniques, and procedures (TTP) for collection and exploitation of current and emerging communication protocols as well as provide other operational support functions to include: - Ability to rapidly acquire (generally within 48 hours), assess and integrate into TTPs non-US telecommunications and other commercial electronic equipment. - Provide up-to-date, in-depth telecommunications network data. - Ability to deploy personnel to overseas areas in support of customer requirements. The POI shall be tailored, as appropriate, to make maximum use of current and emergetn equipment, and to integrate technology upgrades and user feedback. This includes coordination with, providing technical guidance to, analyzing feedback from, and interactively refining SOF Signals intelligence (SIGINT) TTPs for SOF Cryptologic personnel executing global Special Operations (SO). The training will incorporate current NSA certification requirements, as they evolve, from various organizations within the agency. Certification requirements may change, increase or decrease based on National Security Administration (NSA) policy. Requirements and changes will be generated by the NSA program office who will transmit them to USSOCOM. NSTec will receive the requirements from USSOCOm and the NSTec Program Manager will communicate the requirements/changes to the contractor in writing via secure communications channels. The vendor shall provide SMEs to operationally asses and evaluate emerging technologies and/or associated TTPs supporting Government analysis regarding potential inclusion of new equipment into SOF SIGINT PoRs. These assessments may require CONUS and OCONUS travel. Vendor will also be required to train Five Eye (FVEY) SIGINT Partner Nation (PN) personnel in support of (ISO) Government directed requests. The Partner Nation (PN) courses shall be tailored for Government directed training activities, in accordance with (IAW) appropriate approvals for specific protocols, equipment and/or TTPs. U.S. Governmen approval, must be obtained, IAW the International Traffic in Arms Regulations (ITAR) to export training POIs and TTPs. Interested parties shall provide documentation that supports each of the following listed criteria: 1. Must possess a current Department of Energy (DOE) Top Secret Facility Clearance. 2. Must have physical facilities in any one (or more) of the following locations for the purpose of providing updates to technical data and commercial communications devices: - Highest priority: Central Command (CENTCOM) and Africa Command (AFRICOM) - Second priority: Pacific Command (PACOM), European Command (EUCOM), Southern Command(SOUTHCOM) 3. Must have in place and operating a Sensitive but Unclassifed (SBU) education portal for the use of students and instructors. This portal must operate using higher than commercially available encryption software and be capable of worldwide use. 4. Must be experienced in setting up and operating both CONUS and OCONUS based low visibility communcations networks. 5. Must possess current Signals Intelligence/Cyber Network Operations (SIGINT/CNO) data from multiple countries from any Area of Responsibility (AOR) and the ability to keep this data current in order to provide real-world based training data. The ability to provide current data from multiple AORs is strongly preferred. 6. Extensive (5 or more years) experience purchasing telecommunications equipment and technologeis worldwide. 7. Must have conducted multi-discipline training exercises for the USSOCOM Special Operations Forces. These exercises must support low visibility training requirements to include Source operations and SIGINT/CNO operations. 8. Must have designed, developed and conducted SIGINT POIs for USSOCOM Special Operations Forces.
