- The Naval Air Systems Command intends to award a Sole-Source contract to General Electric (GE) Aviation Systems, LLC, Grand Rapids, Michigan, for a development of a replacement power supply for the AV-8B Warfare Management Computer (WMC) and F/A-18 C-F and E/A-18 G Stores Management Processor (SMP) pursuant to the authority provided in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Contractor shall provide non-recurring engineering required to design, test, and certify the replacement power supply as well as the delivery of logistics and engineering data required for the continued support of the WMC and SMP in the Fleet. GE Aviation Systems is the original designer, developer and manufacturer of the WMC and SMP, and is the only source with the requisite knowledge, experience and technical expertise to provide the required supplies and services. GE Aviation Systems is the only source with the technical data, facilities and capabilities required to provide the associated system and sustainment support for the WMC and SMP. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. Under the proposed contract, GE Aviation Systems shall redesign the low voltage power supply circuit card to improve its performance, and reduce the number of power fluctuations that damage the circuit cards and backplanes. The redesigned low voltage power supply circuit card must provide the same power inputs/outputs as the existing power supply circuit card, and it must fit within the existing slot in the WMC and SMP. The redesigned low voltage power supply circuit card must pass all of the integration and environmental tests listed in the WMC and SMP specifications. Legacy test equipment and repair procedures will be updated as part of this redesign effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
