- The goal of this RFI is to solicit information from the energy industry to assist the Army and Air Force in structuring and issuing future solicitations. The OEI has proven business processes to develop generation assets on or near Army land using private financing. The next step is to adapt these processes to add energy storage combined with smart energy control systems to provide islanding capability. The OEI, OEA and DLA Energy are extending their outreach to industry to improve their understanding of energy storage opportunities. Current pricing and technology constraints limit the potential for on-site energy storage for the federal government; however, market activity suggests that the financial viability for energy storage is improving quickly. Market research suggests that on-site energy storage normally used to support grid operations can play a vital role in ensuring uninterrupted power supply in an emergency situation that will allow traditional back-up generation assets to start up, and optimize generation, thereby extending the capability of on-site fuel storage. DLA Energy, the Army and Air Force are looking for ideas on approaches, opportunities and strategies for implementing on-site energy storage projects at Army, or Air Force, installations, leveraging third party financing for ownership and operation, however, other project arrangements may be considered if in the best interests of the Government. Budget constraints will limit the Government's ability to invest directly in energy storage projects.
