- REQUEST FOR INFORMATION United States Marshals Service, Judicial Services Division, Office of Security Contracts 1.0 Description The United States Marshals Service (USMS) in support of the Judicial Security Division (JSD), Office of Security Contracts (OSC) is seeking information on capabilities to perform employment background investigations for over 5,200 contract employees who serve in a Court Security Officer (CSO) profession. The requirement consists of providing background investigation services for contract employees to determine their suitability to work in a moderate risk public trust non-sensitive contract position with a federal agency. The background investigation services components may include any of the following: ***National Agency Check (NAC) the basic component of all standard investigations and review of the records of the Federal Bureau of Investigations (FBI) fingerprint check, FBI name check, check), Office of Personal Management (OPM), Security and Investigations Index (SII), Department of Defense, Joint Personnel Adjudication System JPAS and records of other federal agencies, as appropriate, plus an Interpol records checks on all non-military personnel who resided outside the U.S. for six months or more within the past five to ten years (depending on the type of investigation) or when there is information indicating they may have engaged in criminal activity overseas; ***Credit Search includes verification of subject's financial status through a search of all three national credit bureaus covering all locations where the subject has resided, been employed, or attended school for six months or more for the past seven years; ***National Agency Check with Local Agency Check and Credit (NACLC) is composed of a NAC plus credit search and checks at local law enforcement agencies where the subject has lived, worked, and/or attended school within the last 5 years, and if applicable, of the appropriate agency for any identified arrests. ***Single Scope Background Investigation Period Reinvestigation (SSBI)-This investigation is composed of a NACLC plus ESI; NAC on new spouse or cohabitant; interview of a former spouse if the divorce occurred after the last investigation; employment and social reference interviews covering past 5 years; interview of neighbors at current residence; review of any court actions covering the past 5 years; and a check of the Department of Treasury's Financial Crimes Enforcement Network (FinCEN) database. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USMS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The USMS JSD is committed to the protection of the judicial process - by ensuring the safe and secure conduct of judicial proceedings and protecting federal judges, jurors and other members of the federal judiciary. This mission is accomplished by anticipating and deterring threats to the judiciary. Senior Inspectors, Deputy Marshals and Court Security Officers (CSO) provide security for federal court facilities in each of the 94 judicial districts and the District of Columbia Superior Court. The USMS contracts with private security companies to provide CSOs to protect federal judicial facilities. There are currently over 5,200 CSO's throughout the United States and territories. Currently, the OPM performs initial background investigation and re-investigations every five (5) years for all contractors working on the CSO contract. 3.0 Requested Information The USMS is seeking information from industry regarding background investigation services. Companies responding to this information request should be currently providing background investigations services and have experience providing these services to similar large and complex entities or law enforcement agencies. In response to this RFI, interested companies shall provide the following information within their capability statements: a) Outline the different background investigation services the company can provide and what is included in each, as well as the package structure options. b) Provide detail on turnaround times on background investigations. Provide examples of delays in processing backgrounds and how these delays are addressed/mitigated. c) Describe in detail how individual cases can be expedited at the request of the client. d) Summarize reporting options the company can provide, including ad hoc reporting capability. 4.0 Instructions Interested parties must submit Capability Statement responses to Maura Donovan at osc.procurements@usdoj.gov, titled RFI Background Investigation Services, no later than 12:00 pm NOON ET, Wednesday, May 10, 2017 and at a minimum, must include: A) Name of Company, Point of Contact Name, Company Mailing Address, Phone Number, Fax Number, and E-mail Address of designated point of contact; B) Company DUNS Number of NAICS; C) Brief narrative describing the company's current business and include a brief description of experience and services offered; D) Capabilities of company, including past performances providing similar services within the past three years, recent or current contracts; E) Responses to the points a-d listed above under Section 3.0 Requested Information. Do NOT send proprietary information. All submissions will become Government property and will not be returned. Questions Questions regarding this announcement shall be submitted in writing by e-mail to the osc.procurements@usdoj.gov. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after May 3, 2017, 12:00 pm NOON ET will be answered.
