Description
This is a Request For Information (RFI) is for a future services requirement. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NAICS CODE: 541690 - Other Scientific and Technical Consulting Services SIZE STANDARD: $15 MIL This Sources Sought is in support of market research being conducted by the National Institutes of Health (Bethesda, MD) to identify capable Women Owned Small Business (WOSB) sources for the following requirement: The Objective of the Requirement: The objective of this requirement is to obtain technical and scientific advice and guidance to OSP on the design and implementation of programs and policy activities related to the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, and the federal policies related to research with dual use potential. •· Coordinate the development and implementation of national and regional programs involving education and outreach strategies relevant to the oversight of recombinant or synthetic nucleic acid research and other OSP program areas; •· Establish and maintain strong lines of communication between OSP and the research and patient communities (including investigators), Institutional Biosafety Committees (IBCs), Institutional Animal Care and Use Committees (IACUCs), Institutional Review Boards (IRBs), academic and industrial research administrators, patients and advocacy organizations, in the area of recombinant and synthetic nucleic acid research. In addition, the contractor shall enhance liaison with program officers and executive officials at the NIH Institutes and Centers and other federal agencies such as the Food and Drug Administration, the Centers for Disease Control, DHHS Office of Human Research Protections, and the United States Department of Agriculture. •· Develop and implement strategies to stimulate enhanced communication between IBCs, IACUCs and IRBs relevant to the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic Acid Molecules, as well as to improve interaction and cooperation with national advocacy and voluntary organizations, scientific and professional organizations and federal agencies. Such strategies include conducting meetings and seminars and developing correspondence and communications systems to disseminate information, as needed, to support efforts related to biosafety and recombinant and synthetic nucleic acid research. •· Serve as a key point of contact with the research and patient communities, in the area of recombinant and synthetic nucleic acid research. Receive input about important issues, concerns, and challenges related to the NIH Guidelines in order to identify points of emphasis in OSP's educational programs. Respond to inquiries and develop and provide information on the OSP biosafety and biosecurity programs and policies. Perform strategic analyses of public information needs and develop initiatives to ensure timely dissemination of information based on target audiences, e.g., lay public, news media, scientific research community, Congress and other local, state and federal agencies. •· Oversee the development of educational materials to convey key compliance information and to aid in the understanding and interpretation of the NIH Guidelines. Synthesize educational materials to make them more accessible to research and biosafety communities, OSP staff, committee members, and other end users. •· Review and coordinate informational materials and products associated with external communications initiatives or relevant policies to include talking points, statements, briefing papers, fact sheets, news releases, reports, agendas, copy for printed informational products, notices for the web and listserv, and PowerPoint slides for presentations. •· Conduct workshops and presentations at national and regional meetings, seminars and conferences to convey information about the NIH Guidelines and other relevant OSP activities or policies. Organize and conduct focus groups, as needed, to determine public information needs for the purpose of designing, re-designing and/or enhancing OSP policies and informational products in the areas of biosafety and recombinant or synthetic nucleic acid research. •· Serve as a key member of a team that conducts site visits to evaluate institutional compliance with the NIH Guidelines, evaluates findings and prepares detailed reports of findings with recommendations for improvement. •· Provide biosafety expertise in OSP discussions of biosafety policy matters. Support efforts to re-evaluate the NIH Guidelines, in light of the current state of the science and the risk landscape, including efforts such as workshops, stakeholder meetings, and analytical reports. •· Provide biosafety and biosecurity expertise in various venues, including providing support for the National Science Advisory Board for Biosecurity (NSABB) and activities related to dual use research policies, and support of various interagency discussions related to biosafety and biosecurity policy. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE, Friday, May 11, 2017, 5 pm EST.
